The Scope of Work associated with the new Perkins Mill Estates shall generally include, but not be limited to, the following: (a) Rough grading ±6.32 acres of property including hauling of ±7,400 CY of compacted suitable material to establish subgrade for future development. (b) Installation of underground utilities. The installation of ±1,100 LF of 8 IN C900 water main pipe, hydrant assemblies, and water service locations. The installation of ±1,026 LF of SDR26 Gravity Sewer, 22 VF of 4¿ diameter precast Manholes, and 30 new lateral connections including piping. The installation of ± 24 LF of 18 IN Reinforced Concrete Pipe with Flared End Sections. (c) Grading and construction of a paved street, ±1,100 LF and 24 feet wide street, including ±3,178 SY of 6¿ graded aggregate base, and ±355 TN of 9.5 mm Superpave, including striping and final grading.

This is an invitation to submit a bid to City of Hagan for the Perkins Mill Estates RWFHI Project,
as indicated herein. Sealed bids will be received at 6327 Tattnall St., Claxton, GA 30417 up to
10AM, Thursday, July 16, 2026, at which time they will be opened and publicly read.
Instructions for preparation and submission of a bid-proposal are contained in this packet. Bids
must be typed or printed in ink. Bids submitted as a result of this invitation must include the
"Bidders Response Schedule" and be returned in a sealed envelope marked, "SEALED BID" with
the applicable "BID NUMBER" on the outside. No bid can be considered unless so received. If
you do not quote, please return a signed bid invitation sheet and state reason. Otherwise, your
name may be removed from our vendors list.
The optional pre-bid conference will be held on Tuesday, June 30, 2026 at 10AM at the address
mentioned above. Any questions and / or misunderstandings that may arise from this invitation
shall be emailed to RuL@robertscivilengineering.com one week prior to the bid opening. Answers
to questions submitted that materially change the conditions and specifications of this invitation
for bid will be promulgated to all addressees as an addendum. Any discussions or documents
will be considered non-binding unless incorporated and promulgated in an addendum.
Copies of the project specifications may be obtained from Roberts Civil Engineering. Digital copies
are available at no cost, and printed copies may be requested for a fee of $25, by contacting
Elizabeth Hardage via email at ehardage@robertscivilengineering.com. Specifications are also
available for review only at the City of Hagan City Hall office. All bidders must obtain the official
bid package directly from the Engineer in order to be considered certified. Bids submitted by non-
certified bidders will not be accepted or considered.

INSTRUCTION TO BIDDERS
1. Intent: It is intended that the Instructions to Bidders, General Conditions, and Detailed
Specifications shall define and describe the complete work to which they relate.
2. Work to Be Done: In accordance with the plans and specifications submitted by Roberts
Civil Engineering, the Scope of Work associated with the new Perkins Mill Estates shall
generally include, but not be limited to, the following: (a) Rough grading 6.32 acres of
property including hauling of 7,400 CY of compacted suitable material to establish
subgrade for future development. (b) Installation of underground utilities. The
installation of 1,100 LF of 8 IN C900 water main pipe, hydrant assemblies, and water
service locations. The installation of 1,026 LF of SDR26 Gravity Sewer, 22 VF of 4'
diameter precast Manholes, and 30 new lateral connections including piping. The
installation of 24 LF of 18 IN Reinforced Concrete Pipe with Flared End Sections. (c)
Grading and construction of a paved street, 1,100 LF and 24 feet wide street, including
3,178 SY of 6" graded aggregate base, and 355 TN of 9.5 mm Superpave, including
striping and final grading.
3. Site Examination: The Bidder is advised to examine the location of the work and to inform
himself/herself fully as to its conditions, the conformation of the ground, the character,
quality and quantity of the products needed preliminary to and during the prosecution of
the work; the general and local conditions, and all other matters which can in any way
affect the work to be done under the Contract. Failure to examine the site will not relieve
the successful bidder of his obligation to furnish all products and labor necessary to carry
out the provisions of his contract.
The Bidder shall notify the Owner of the date and time he proposes to examine the
location of the work. The Bidder shall confine his examination to the specific areas
designated for the proposed construction, including easements and public rights of way.
The Bidder is solely responsible for any damages caused by his examination of the site.
4. Bid and Contract Security: Each Proposal must be accompanied by a bid bond for an
amount equal to at least five percent (5%) of the amount bid. If for any reason
whatsoever the Bidder withdraws from the competition after opening the bids, or if
he/she refuses to execute the Contract, the Owner will proceed on the Bid Bond. The
Surety of the Bid Bond, Performance Bond, and Payment Bond shall be a surety company
authorized to do business in the State of Georgia, shall be listed in the Department of
the Treasury Circular 570, and shall have an underwriting limitation in excess of 100% of
the bid amount. The Bonds and Surety shall be subject to approval by the Attorney for
the Owner.
Attorneys-in-fact who sign bid bonds or contract bonds must file with each bond a
certified and effectively dated copy of their power of attorney.

5. Determination of Successful Bidder: The Contract will be awarded to the lowest
responsive, responsible bidder, if awarded, but the Owner has the authority to reject any
bid at its discretion.
(a) Responsibility: The determination of the bidder's responsibility will be made by
the Owner based on whether the bidder:
1. Maintains a permanent place of business.
2. Has the appropriate technical experience.
3. Has adequate plant and equipment to do the work properly and
expeditiously.
4. Has suitable financial means to meet obligations incidental to the work.
The Bidder shall furnish to the Owner all such information and data for this purpose as
the Owner may request. The Owner reserves the right to reject any bid if the evidence
submitted by, or investigation of, the bidder fails to satisfy the Owner that he is properly
qualified to carry out the obligation of the Contract.
(b) Responsiveness: The determination of responsiveness will be made by the Owner
based on a consideration of whether the Bidder has submitted a complete
Proposal form without irregularities, excisions, special conditions, or alternative
bids for any item unless specifically requested in the Proposal form.
6. Bid Alternates: Bidders are requested to review Bid alternates as outlined on the
Proposal Form.
7. Contract Time: Contract time shall consist of Ninety (90) consecutive calendar days for
the completion of work, to be computed from the date of the Notice to Proceed.
8. Submission of Bids: Bids shall be submitted at the time and place indicated in the
Invitation to Bid. It is the responsibility of the Bidder to have the sealed bids at the City
Clerk's Office 20 minutes prior to the time of opening if the Bidder is not attending the
opening.
On the outside of the envelope containing the bid shall be noted the following:

9. Proposal Form: Bids shall be submitted on the Proposal Forms included. Bids shall be
based upon unit prices for estimated quantities excepting where bid items require lump
sum proposals as indicated by the Proposal Form. Where errors or omissions result in
discrepancies in bid totals, prices per unit as submitted will be binding.

Final payment will be based upon actual in-place measured quantities, excepting where
lump sums are requested for bid items.

QUOTATION FROM (BIDDER):
1. The undersigned BIDDER proposes and agrees, if this Bid is accepted, to enter into an
agreement with OWNER in the form included in the Contract Documents to perform and
furnish all Work as specified or indicated in the Contract Documents for the Bid Price and
within the Bid Times indicated in this Bid and in accordance with the other terms and
conditions of the Contract Documents.
2. BIDDER accepts all the terms and conditions of the Invitation and Instructions to Bidders,
including without limitation those dealing with the disposition of Bid security. This Bid
will remain subject to acceptance for 60 days after the day of Bid opening, or for such
longer period that BIDDER may agree to in writing upon request of OWNER.
3. In submitting this Bid, BIDDER represents, as more fully set forth in the Agreement, that:
(a) BIDDER has examined and carefully studied the Plans (if any) and Specifications
for the work and contractual documents relative thereto, and has read all
Technical Provisions, Supplementary Conditions, and General Conditions,
furnished prior to the opening of Bids; that BIDDER has satisfied himself relative
to the work to be performed.
(b) BIDDER further acknowledges hereby receipt of the following Addenda:

Bidders are advised that it is their responsibility to verify that any and all amendments have
been received prior to submission of the bid. In case any bidder fails to acknowledge receipts
of any such amendments in the space provided on the bid form, the bid will nevertheless be
construed as though the amendment have been received and acknowledged, and the
submission of the bid will constitute acknowledgement of the receipt of amendments.

(c) BIDDER has visited the site and become familiar with and is satisfied as to the
general, local, and site conditions that may affect cost, progress, performance and
furnishing of the Work;
(d) BIDDER is familiar with and is satisfied as to all federal, state, and local Laws and
Regulations that may affect cost, progress, performance and furnishing of the
Work.
(e) BIDDER is aware of the general nature of Work to be performed by OWNER and
others at the site that relates to Work for which this Bid is submitted as indicated
in the Bidding Documents.
(f) BIDDER has correlated the information known to BIDDER, information and
observations obtained from visits to the site, reports and drawings identified in
the Bidding Documents and all additional examinations, investigations,
explorations, tests, studies and data with the Bidding Documents.
(g) BIDDER has given ENGINEER written notice of all conflicts, errors, ambiguities or
discrepancies that BIDDER has discovered in the Bidding Documents and the
written resolution thereof by ENGINEER is acceptable to BIDDER. The Bidding
Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for performing and furnishing the Work for which this Bid is
submitted.
(h) This bid is genuine and not made in the interest of or on behalf of any undisclosed
person, firm or corporation and is not submitted in conformity with any
agreement or rules of any group, association, organization or corporation; BIDDER
has not directly or indirectly induced or solicited any other Bidder to submit a false
or sham Bid; BIDDER has not solicited or induced any person, firm or corporation
to refrain from bidding; and BIDDER has not sought by collusion to obtain for itself
any advantage over any other Bidder or over OWNER.
