ABSTRACT
Morrow County Clean Water Consortium (Consortium) is an ORS 190 public entity that
was created through a partnership between Morrow County and the Port of Morrow to
address the groundwater nitrate contamination issue. The Consortium is requesting
Proposals from a qualified professional, or firm, to act as the Managing Director for the
Consortium. Interested parties should submit a proposal that includes all the information
described in this RFP.

1. INTRODUCTION AND BACKGROUND
1.1 Introduction
Nitrate pollution in groundwater is particularly concentrated in the Lower Umatilla Basin
Groundwater Management Area (LUBGWMA), which encompasses approximately 562
square miles in northern Morrow and western Umatilla Counties, including the
municipalities of Boardman and Irrigon. Around half of the land area is under cultivation,
and the region’s shallow alluvial soils allow infiltration of irrigation water, often carrying
high concentrations of nitrate. In 1990, the Oregon Department of Environmental Quality
(DEQ) declared a Groundwater Management Area in the Lower Umatilla Basin because
nitrate concentrations exceeded 7 mg/L (70 percent of the federal standard) in many
groundwater samples in the area.
Elevated nitrate levels in drinking water can cause a wide variety of health problems for
those that drink it. Many residences in unincorporated Morrow County, outside of the
reach of public water system services, depend on domestic wells that have elevated levels
of nitrates.
The Consortium is an intergovernmental entity organized in early-2025 under ORS
Chapter 190 with the support of Morrow County and the Port of Morrow. The Consortium’s
goal is to promote access to safe drinking water throughout unincorporated areas of
Morrow County Clean Water Consortium by funding, developing, and building projects to
residences affected by nitrate contamination. In the first year, the Consortium received
commitments of over $5 million to apply to its goals.
1.2 Background
Matt Jensen serves as both the Managing Director of the Consortium and the
Administrator for Morrow County. This procurement process is intended to replace Mr.
Jensen as the Managing Director for the Consortium, increasing the Consortium’s
administrative and managerial capacity. The selected Consultant will take over Mr.
Jensen’s position, although Mr. Jensen will continue to serve on the Consortium. Proposer

will also be expected to work with the Consortium’s consultant team – Ducote Consulting
and GSI Water Solutions, Inc. – and Advisory Council.
The Consortium will award a contract to the individual or firm which best meets the needs
of the Consortium. The Consortium reserves the right to cancel this procurement or reject
any and all proposals received in accordance with ORS 279b.100 or to negotiate
separately with any source whatsoever in any manner necessary to serve the best
interest of the Consortium. Interested individuals or firms must meet the submittal
requirements identified in this RFP.

The Schedule of Events is subject to change. The County will notify all respondents if
there are any changes to the schedule.
2.2 Proposal Deadline
Proposals may be sent to the Administrative Contact. Faxed proposals will not be
accepted. All proposals received after the date and time indicated above will not be
opened or considered.
2.4 Right to Retain
Morrow County Clean Water Consortium reserves the right to retain all proposals
submitted and to use any ideas in a proposal regardless of whether that proposal is
selected. Submission of a proposal indicates acceptance by the Proposer of the
conditions contained in this RFP, unless clearly and specifically noted in the proposal
submitted and confirmed in the contract between Morrow County Clean Water
Consortium and the Proposer selected.
2.5 Cost of Preparing Proposal
Morrow County Clean Water Consortium will not pay any costs incurred by any
Proposer in the submission or presentation of a proposal, or in making the necessary
studies for the preparation thereof.
3. SCOPE OF WORK
General Position Summary:
The Morrow County Clean Water Consortium (“Consortium”) Managing Director
coordinates Consortium activities, on behalf of the Board, within established policy and
budget; plans, supervises, directs, and carries out the Consortium projects; and oversees
consultants.
Essential Functions/Major Assignments:

• Develops, implements and evaluates Consortium programs, policies and
procedures to improve the effectiveness and efficiency of the Consortium.
• Works with the Board and Advisory Committee to develop and present annual
budget request.
• Identifies and coordinates grant and revenue generating opportunities to affect the
goals of the Consortium.
• Reviews and approves purchase orders, construction standards, and plans and
specifications for systems improvements.
• Prepare reports regarding Consortium activities and coordinate personnel and
equipment needs.
• Attend meetings and seminars as requested or directed.
• Plan for and attend meetings of the Board of Directors; plan for and attend other
meetings as needed.
Project and Network Development
• Concept Development – Coordinate consultants in the development of proposed
projects
• Pre-development Coordination – Facilitate initial planning/scoping meetings by pre-
screening projects to determine the required types of permits, financing, and other
necessary resources.
• Project Oversight and Risk Mitigation – Assist in independent verification and
validation that Projects meet the terms of their agreements to ensure Projects are
implemented effectively and in compliance with approved plans.
• Capital Improvement Project Assistance – Assemble capital improvement project
groups by identifying the appropriate mix of public staff and professional
consultants to assist with strategic planning, capital improvement project
management, capital finance, auditing, and regulatory compliance.
• Community Engagement – Execute strategic messaging and public information
through project websites, social media, public meetings/stakeholder engagement,
written materials, and radio broadcasts.
• Recruit qualified consultants, contractors and/or employees. Responsible for full
recruitment process of all positions incorporating appropriate recruitment policies
and procedures and ensuring compliance with applicable State and Federal
legislation.
• Responsible for full supervision of Consortium consultants and contractors
including assigning and reviewing work, establishing work schedules, evaluating
performance, training, and recommend compensation and corrective actions.
Specific Job Knowledge, Skill and Ability:
• Knowledge of water system improvement planning and development: budgeting,
scheduling, permitting and construction, public works, including water system
management, government budget and finance principles and practices.
• Customer Service principles.
• Must have the ability to assist Consortium consultants and staff in the performance
of their duties as workload and project levels dictate.
• Must be able to communicate effectively with staff, public, contractors, and Board.
• Must be able to effectively use the Microsoft Office Suite of computer programs
including, Word, Excel, PowerPoint, and Outlook.
