Public Notice of Advertisement (PNA) to Issue a Request for Qualifications (RFQ)
The purpose of the PNA is to inform the Consultant community of the upcoming RFQ opportunity. Full
scope of work, instructions and requirements for the upcoming RFQ are to be posted as indicated
below in the anticipated schedule*. No questions or submittals are due during the PNA.

Project Description:
Regionalized Statewide Operational Improvement Contracts to include Contract 1, Districts 1, 2, 5, & 7 in DeKalb,
Clayton, and Rockdale Counties (East Region); and Contract 2, Districts 3, 4, 6, & 7 in Cobb, Fulton, and Douglas
Counties (West Region)
Summary of Scope of Work:
The Consultant shall provide, on an on-call basis, engineering work to evaluate and address operational
inefficiencies at intersections and along corridors throughout the state route system. The engineering work
includes approach delay, intersection delay, network delay, capacity analysis, crash data analysis, safety data
collection & analysis, review of best engineering practices, crash screenings, intersection control evaluations,
plan development, benefit cost analysis, concept & alternative sketches, conceptual drawings, and identifying
projects that meet requirements to be submitted for application to national and state funding. The non-
engineering work will be coordination with stakeholders on operational, as well as some safety perceptions of
proposed improvements and/or projects.

From the advertisement date of this Public Notice Announcement, through the posting of the RFQ, until
successful respondents are selected and the award is made official and announced, firms are not
allowed to communicate about this PNA/RFQ Solicitation or scope with any staff of GDOT including the
Commissioner and GDOT Board Members, except for the submission of questions as instructed in the
upcoming Request for Qualifications, with the contact designated in the PNA/RFQ or as provided by any
existing work agreement(s). For violation of this provision, GDOT reserves the right to reject the
submittal of the offending respondent.
