Workers Compensation Insurance
The HACP is a municipal corporation, formed under the U.S. Housing Act of 1937, codified at 42
U.S.C. Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth of
Pennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged with
providing “affordable decent, safe and sanitary housing for low-income persons.”
The HACP has approximately 300 employees and services over 10,000 residents. The Authority,
its partners and subsidiaries operate approximately 4000 units of rental housing; and, through its
Housing Choice Voucher Program, funds housing assistance for the rental of more than 6000 other
units of privately owned housing.
Major operational departments include Asset and Site Management, Facility Services, Occupancy,
Housing Choice Voucher, and Modernization & Development. Major administrative departments
include Legal, Finance, Information Technology, and Human Resources. Our public and
community relations departments are Community Affairs and Resident Self-Sufficiency. All
departments work together to achieve the goals of the Authority that are set by the Board of
Commissioners. Day-to-day decision-making rests with the Executive Director, who reports to the
Board of Commissioners on a regular basis.
The Housing Authority of the City of Pittsburgh seeks proposals from persons or organizations
qualified to provide workers compensation insurance.
The Authority is contemplating the award of a professional service contract, or contracts, for an
initial term of three (3) years with two (2), one (1) year extension options, for a total of five
(5) years, in the form of the Contract (Attachment A) through this solicitation process. If
submitting alterations to the HACP contract for review and acceptance by HACP, please submit
an electronic version in MS Word format with your proposal. If submitting your company contract
for review and acceptance by HACP, please submit an electronic version in MS Word format with
your proposal. If your contract is not included with your proposal, it is assumed that HACP’s
contract will be used and is binding.

will only be accepting physical proposals dropped off in person from 8:00 AM until the
closing time of 10:00 a.m. on December 12, 2025, in the lobby of the One Stop Shop at 412
Boulevard of the Allies, Pittsburgh, PA 15219. Proposals may still be mailed via USPS at which
time they will be time and date stamped in the Procurement Department at 412 Boulevard of the
Allies, 6th Floor Procurement Department, Pittsburgh, PA 15219. All proposals must be
received at the above address no later than 10:00 a.m. on December 12, 2025, regardless of the
selected delivery mechanism.

SECTION II
SCOPE OF SERVICES
I.
Overview. The selected offeror will be responsible for providing the workers compensation insurance.
A. HACP has been on a guaranteed cost program since January 1, 2011. The year immediately preceding
the guaranteed cost program, HACP was on a large deductible program with a $250,000 per accident deductible
with a $900,000 aggregate. For prior years dating back to 1992, HACP self-insured the workers’ compensation
exposure. HACP generally desires to remain in a guaranteed cost program. Optional program types will be
considered.
II. General Underwriting Information (to assist with market request and preference)
A. Total payroll expected for 2026 is approximately $39 million with about ½ in the housing authority code.
B. Total Employee Count is approximately 300. There are 19 locations with the highest location at
approximately 96.
C. Employees undergo mandatory drug and alcohol testing, prior to starting work with HACP. Safety
Sensitive employees are tested for drugs and alcohol after work related injuries.
D. HACP experience modifications are as follows:

E. Employees at the authority conduct a variety of maintenance tasks including carpentry, plumbing, HVAC,
masonry, plastering, painting, electrical work, and excavating. The Authority eliminated their police department
in 2007, but operates an internal Public Safety department. The Agency has a four member Public Safety
Department which includes the Director and 3 administrative employees.
F. HACP has video cameras installed in various areas, when applicable, will review video footage if a work
injury takes place within the vicinity of a camera.
G. HACP engages the services of Synergy, Sharon, PA for safety consulting services. The consultant
assigned to HACP has over 20 years of professional experience in occupational health & safety. The
Representative attends safety meetings, develops and promote safety training and educational materials, develop
safe operating procedures, provide summary reports, and advice on various safety and health issues that arise
during the contract period. In addition to conducting monthly safety audits and delivering annual safety awareness
training to all employees. Safety and loss control services specific to workers’ compensation are required from the
insurance broker and/or carrier.
H. Over the past 5 years, undeveloped incurred losses average about $100,187. Our claims activity for the
past 5years has been:
