Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Power Mole Trenchless LLC for horizontal directional drilling (HDD) equipment for long, curved bores for one-time purchase at an estimated cost of $70,357.66. The Power Mole Trenchless Directional Thrust Boring Equipment (Model No. PD-6) has the ability to operate in extremely confined spaces underground, delivering enough force to minimize the impact on the surrounding areas. Additionally, this purchase will reduce the impact on restoration requirements and associated cost of removing or replacing driveways, decorative pavers, or landscape surfaces, also will save money by preserving property aesthetics and maintaining uninterrupted access for residents and business. This procurement is being made in accordance with Section 3-205 (2)(f) of the County’s Procurement Policy as Power Mole Trenchless LLC, is the only single supplier in the market which is licensed or authorized to service, supply, and distributed a specific Directional Thrust Boring Equipment PD-6 line of required products therefore it is determined to be sole source or noncompetitive for this type of equipment. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
