Project Description: Sealed proposals for the Strasburg Lancaster County Borough Authority “Stormwater Improvements onto E. Main Street (SR 0741) and S. Decatur Street (SR 2015)” project will be received online via the PennBid Program (https://pennbid.bonfirehub.com) by Strasburg Lancaster County Borough Authority until 2:00 PM, Prevailing Time, on Tuesday, October 14, 2025, at which time they will be publicly opened via PennBid. Strasburg Lancaster County Borough Authority will act on the Bid at their regularly scheduled Meeting on Thursday, October 16, 2025.
The Bids must cover all costs for the completion of this Project as set forth in the Contract Documents and Construction Drawings. The principal items of work to be performed under the contract are: 1) sawcutting of existing pavement for trench excavation; 2) removal of existing curb and sidewalk; 3) removal of existing stormwater structures and pipes; 4) installation of new stormwater structures and associated pipes; 5) installation of new curb and sidewalk; 6) trench backfill and compacting; 7) installation of proposed pavement section; 8) PennDOT HOP permit requirements; 9) NPDES requirements and ESC controls; 10) and all incidental work required to complete the Project.

Bid security in an amount not less than 10% of the amount of the bid will be required in the form of certified check, cashier’s check, bank treasurer’s check, or satisfactory Bid Bond made payable to or naming as obligee Strasburg Lancaster County Borough Authority. All bids will remain irrevocable for 60 days after the actual date of bid opening in compliance with Act 317 of 1978 approved November 26, 1978.
Bidders are advised that they must comply with All State anti-kickback regulations pertaining to work associated with this project. You are required to submit an executed anti-collusion statement with the bid.
Bidders are subject to all applicable provisions of the Pennsylvania wage laws, and bids shall be prepared accordingly. All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status or national origins; and, that the statutes and regulations of federal and state law regarding non-discrimination are met.
Laws and regulations applicable to this Contract include the following:
Pennsylvania Prevailing Wage Act (Act No. 442 – Session of 1961)
Commonwealth of Pennsylvania “Steel Products Procurement Act” – Act No. 3 of 1978, as amended
A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications.
A pre-bid meeting will be held on September 16, 2025, at 9:00 AM at the Borough of Strasburg Office (145 Precision Avenue, Strasburg, PA 17579) to provide Bidders an opportunity to discuss proposed project and ask questions. Prospective Bidders are recommended to attend.
Strasburg Lancaster County Borough Authority hereby reserves the right to waive any defects, errors, omissions, or informalities, in bids received, to reject any and/or all bids submitted and to accept any bid which it may deem to be in the best interests of the Authority.
