Request for Bids - Printing the 2026 Election Procedure Manual
Please provide your best price and delivery times for the following competitive bid:
Description: New Hampshire Election Procedure Manuals with an undetermined number of
pages (see below), pdf proof provided, print, cut, and collated, all black ink, bound using black
or blue plastic coil binder, 8.5" X 11". No tabs. Provide the cost of adding or subtracting a sheet
or page.
Please provide your best price for the following number of pages:
* 250 pages (125 sheets, 20#, printed on both sides)
* 300 pages (150 sheets, 20#, printed on both sides)
* 350 pages (175 sheets, 20#, printed on both sides)
* 400 pages (200 sheets, 20#, printed on both sides)
* 450 pages (225 sheets, 20#, printed on both sides)
* 500 pages (250 sheets, 20#, printed on both sides)
Cover: 8.5" X 11" heavy cover stock (Pantone 199 U(Ruby. Red & Yellow)); front cover 110#,
printed in 3 colors; back cover 110#, printed.
Number: 3,300. Provide a cost per manual if we decide to add to the initial order quantity.
Prepress: Delivery to printer via pdf on or before July 10, 2026. Printer to supply paper proof by
July 15, 2026. Minor modification may be made after paper proof before Secretary of State
approval of final proof by July 17. Sample of current edition available.
Delivery: First 600 manuals due July 22, 2026. The remainder is due by July 26, 2026 to the
Secretary of State, Concord, NH.
Payment: The state will make a payment for the paper upon receipt of an invoice and either
delivery of the paper to the State Archives building for storage or a certification that the paper is
in the printer's possession and will not be used for other purposes. Payment for the printing
portion of this work will be made upon receipt of an invoice and delivery of the completed
printed and bound manuals.
The deadline for submission of bids is Wednesday, May 20, 2026 at 4 PM. Submit bids via

Notification of selection will be no later than Friday, May 22, 2026. The printer is required to
immediately obtain the paper required for this project.
