Project Description: Northern Lancaster County Authority (Owner) is requesting Bids for the construction of the following Project:
Contract No. 26-1 – Three Year Reed Bed Biosolids Removal and Final Disposition Services
Entech No. 4713.002
Bids for the construction of the Project will be received electronically via the PennBid Program by the Northern Lancaster County Authority until 2:00 p.m. local time Wednesday, March 4, 2026. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
Contract No. 26-1 is for the removal and DISPOSITION of Class B cake from the Reed Beds at the Beam Road WWTP. The Beam Road WWTP is located at 983 Beam Road, Denver, AP 17517 and is owned and operated by the Northern Lancaster County Authority (NLCA). The Authority maintains a valid PA DEP General Permit (PAG-08) and meets Class B requirements for the beneficial use of biosolids via land application. The contract is a three-year contract for the removal of Class B biosolids.
The Authority proposes to have the cake from Reed Beds No. 1 and 3 removed during Year One of the Contract for an estimated total of 1,400 wet tons (wt). An estimated volume of 1,400 wt in Year Two of the contract is to be removed from Reed Beds No. 2 and 4. An estimated volume of 100 wt in Year Three is based upon the potential to clean one or two sections of a reed bed and/or to accommodate an increased accumulation of cake in any of the four (4) reed beds, and the Authority’s timeline needs to be adjusted. The Authority may change both the volume of cake to be removed as well as the year that the cake is removed from the reed beds at their sole discretion.
Biosolids can be beneficially used under the Authority’s existing general permit, PAG-083611, or disposed via landfill if beneficial use is not viable.

Pre-bid Conference
A pre-bid conference for the Project will be held on February 25, 2026 at 10:00 a.m. at the Beam Road WWTP, 983 Beam Road, Denver, PA 17517. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States.
The Northern Lancaster County Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
