(BATS) Countywide Bicycle and Pedestrian Master Trails Plan

The Board of Commissioners of Glynn County, Georgia (“the Owner”) seeks proposals from interested, qualified firms to provide professional planning, public engagement, and technical consulting services necessary to develop a Countywide Bicycle and Pedestrian Master Trails Plan for the Brunswick Area Transportation Study (BATS) metropolitan planning area including all the details outlined and required in the Program Services section.

Glynn County, the City of Brunswick, and Jekyll Island are experiencing increased demand for safe, connected, and accessible bicycle and pedestrian infrastructure. The community has a long-standing interest in expanding multimodal transportation options to enhance quality of life, improve public health, promote environmental sustainability, and support economic development through tourism and outdoor recreation.

The Brunswick Area Transportation Study (BATS) serves as the designated Metropolitan Planning Organization (MPO) for the region and is responsible for coordinating transportation planning efforts within the metropolitan planning area. Recent updates to the County and City Comprehensive Plans, along with other local and regional initiatives, have highlighted the need for a cohesive, countywide strategy to address gaps in bicycle and pedestrian connectivity and to improve overall multimodal access.

This project aims to build upon prior planning efforts by consolidating existing plans, identifying current infrastructure gaps, and engaging the community to develop a forward-looking, data-driven Master Trails Plan. The final product will serve as a guiding document for future investments in bicycle and pedestrian infrastructure, prioritizing projects that improve connectivity, safety, equity, and recreational opportunities throughout Glynn County.

The selected firm will work closely with BATS staff, local jurisdictions, key stakeholders, and the public to produce a comprehensive, actionable, and implementable Master Trails Plan aligned with the BATS 2050 Metropolitan Transportation Plan (MTP) and other relevant regional initiatives.
