Request for Qualifications (RFQ)
Water and Wastewater Construction Services
February 23, 2026
Spartanburg Water is comprised of two entities operating under one name. We are
Spartanburg Water System (a political subdivision of the City of Spartanburg, overseen by
The Commission of Public Works of the City of Spartanburg, South Carolina) and
Spartanburg Sanitary Sewer District (a special purpose district established by the state of
South Carolina and overseen by the Spartanburg Sanitary Sewer District Commission).
This Request for Qualifications (RFQ) for Water and Wastewater Construction Services is
required by both entities.
Subject: Construction Contractors for Prequalification
Description: Pre-qualifying General Contractors to perform construction services
for water and wastewater projects.
Bids will be accepted until Thursday, April 2, 2026, at 10:00AM, at which time they will
be opened and publicly read via a remote meeting.
Bids should be submitted to the Spartanburg Water Purchasing Department, 345 South
Ave., Spartanburg, S.C. 29306 and be marked according to the specifications.
