ADVANCE NOTICE FOR RENOVATION OF BUILDING 99 AT PITUFFIK SPACE BASE, GREENLAND.
The New York District of the U.S. Army Corps of Engineers (USACE) intends to issue a solicitation package seeking to award a Firm Fixed Price (FFP) contract to for the Renovation of Building 99 at Pituffik Space Base, Greenland.
This will be a competitive, 2-Step Best Value Trade-Off Solicitation.
General Conditions at Pituffik Space Base: The location of Thule Air Base limits exterior work to the months of June through September, although work is sometimes possible in May and/or October. Additionally, Thule's location demands that all supplies/personnel must be shipped /transported in/out via air/sealift. Pituffik Space Base is not a commercial air/seaport and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. The region is glaciated, and the existing soil is generally permafrost, which exists from 1 to 6 feet below the surface to a measured depth of 1,600 feet. Winter temperatures average between 20 -30 degrees F below zero while average summer temperatures are between 40-50 degrees F above zero. One annual military cargo sealift departs from Norfolk, Virginia to Thule AB, on or about 1 July. There are two sealifts that leave from Copenhagen, Denmark to Thule AB, one in July & one in August. Airlifting any materials or equipment via military aircraft is very expensive and only normally allowed on an emergency-need basis.
SUMMARY OF WORK
Prepare design/build construction documents and provide construction Facility recapitalization of existing three-story dormitory at Pituffik Space Base. Repair work involves site work, utilities, repair of standing seam metal roof and exterior enclosure features, and the complete renovation of interior finishes and fixtures. Room configurations will remain single room with a partially shared bathroom between two bedrooms per module to accommodate U.S. military personnel E5-E6 (AMN-NCO). Each floor will have renovated common and laundry areas. Mechanical, electrical and control systems will be updated; fire suppression and keyless entry will be installed.
Building 99 was constructed in 1959 and requires life cycle replacement of finishes and systems. The facility remains to have inadequate living quarters for quality of life and it is unsafe with no fire suppression. The current interior layout is in a 2+2 configuration with shared bathroom and kitchens. Existing room finishes and equipment are nearing the end of their useful life, and facility lacks fire suppression. The 2018 Air Force Dormitory Master Plan (DMP) recommends renovation of this dormitory to allow personnel to vacate flattop dormitories, which are no longer suitable to occupy.
The work is estimated to cost between 25,000,000 and $100,000,000. It is the intention of the Government to award 1st or 2nd Quarter of Fiscal Year 2025 and the proposed work is anticipated to take place over approximately 3 years.
Liquidated Damages of approximately $5,000.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete.
