STATEMENT OF WORK

I. DESCRIPTION:

This Invitation for Bid (IFB) will cover the requirements to procure a Contractor to furnish and install loop detector sensors for the Pennsylvania Department of Transportation (PennDOT) Engineering District 05 Berks County located at Ben Franklin Hwy & Old Airport Rd, and Ben Franklin Hwy & Monocacy Creek Rd.

The award will be offered to one vendor.

This service period will be from issuance of purchase order through December 31, 2026. The Department reserves the right, upon notice to the contractor, to extend the term of any purchase order for up to three (3) months upon the same terms and conditions. This will be utilized to prevent a lapse in service coverage and only for the time necessary, up to three-months, to enter a new Purchase Order.

The Supplier will be required to provide the necessary personnel, accordance with the most current Pennsylvania Department of Transportation Specifications, Publication (Pub.) 408 Section 956.1, 1-17-956.1 DESCRIPTION—This work is the furnishing and installation of devices to sense the presence or passage of vehicles or pedestrians.

II. ITEM OF WORK (BID ITEM):

ONLY INSTALL THE FOLLOWING BID ITEMS IF WARRANTED

1. Furnish & Install Site Traffic Loop Sensors - Ben Franklin Hwy & Old Airport Rd

a) Furnish & Install (5) 6' x 6' Traffic Loop Sensors

b) Furnish & Install (3) 6' x 40' Traffic Loop Sensors

c) Maintenance & Protection of Traffic

2. Furnish & Install Site Traffic Loop Sensors - Ben Franklin Hwy & Monocacy Creek Rd

a) Furnish & Install (5) 6' x 40' Traffic Loop Sensors

3. Maintenance & Protection of Traffic

4. Night-time work only

Q&A period is for the duration of the IFB until February 6, 2026 at 10:00

III. Bid Opening:

IV. TERMS OF AGREEMENT:

1. The work is to be performed at the following intersections:

Ben Franklin Hwy & Old Airport Rd

Ben Franklin Hwy & Monocacy Creek Rd

2. The Department will give a minimum of 24-hour notice (verbal) of the location, time, and type of service requested. The Contractor must provide a minimum of 2 contacts (a primary and a back-up) with telephone numbers and email addresses for scheduling work.

3. Notify the manager or designate if any detected malfunctions.

4. Ensure detector lead-in is connected and the appropriate terminal and loop amplifier is tuned on and functioning.

5. Ensure the signal controller is receiving input form the loop detector amplifier and is providing operation in accordance with the traffic signal permit.

V. SCOPE OF WORK:

1. The intent of this Contract is to provide the furnish and installation loop detector sensors stated site locations within Berks County.

2. Perform traffic protection for the duration of the activity.

3. The County Manager or his assigned representative will initiate a call by telephone stating the Item or Items of Work required, time, and location of work and assembly area. Services must be provided within 24 hours if requested at the site designated.

4. The Contractor must have sufficient personnel and equipment to provide traffic protection for a minimum of two separate work areas at the same time.

5. The Department reserves the right to inspect the Contractor’s operation for the purpose of determining compliance with these specifications and maintaining records, including the time records for service charges.

VI. INSURANCE:

See Attachment “TERMS AND CONDITIONS.”

Provide evidence of such coverage in the form of a Certificate of Insurance (see attached form, “Certificate of Insurance”).

VII. METHOD OF PAYMENT:

The Department will pay the Contract unit price per lump sum for each item of work as follows:

1. Transmit, for each service call, an invoice detailing the items of work, unit cost, hours per item, charge per item (not per man-hour), and total charge. Indicate the location of work, dates and times worked, and the name of the official authorizing the work.

2. If additional items are requested, indicate as described in Section VI.1 on the invoice.

3. There is no provision for advanced payment.

4. Service charges:

a. Only that time spent at the authorized site in performing service.

d. Night-time only hours - 9:00 P.M. and 5:00 A.M. Monday through Friday, although worknights may vary depending on the operation. All work will be done during night-time hours.

e. Payment is made per lump sum of service per item; therefore, no overtime is considered because the Department is paying for a service not individual wage.

VIII. WORKER PROTECTION AND INVESTMENT:

See Attachment “B.”
