Sealed bids will be received by the Rome Floyd County Development Authority located at 800
Broad Street, Suite 102 in Rome, Georgia until 2:00 p.m. (local time), Wednesday, May 27, 2026, at
which time they will be publicly opened and read.
The work site is located at 705 North Division Street in Rome, Georgia, 30165 and is accessed off
the north end of the intersection between Charlton Street NW and Marable Way.
The work includes providing all labor, materials, machinery, tools, equipment and other means of
construction necessary and incidental to the completion of the work shown on the Drawings and
described in these Specifications, including, but not necessarily limited to, the following:
1. Site mobilization and set up temporary facilities.
2. Installation and maintenance of temporary erosion and sediment controls.
3. Abatement and proper off-site disposal of asbestos-containing materials (ACMs) from all
structures on the campus.
4. Removal and proper off-site disposal of universal wastes within the building.
5. Removal and proper off-site disposal of mercury-contaminated materials from Building
405.
6. Cutting and capping/or plugging of subsurface utilities where items are disconnected
during the demolition of on-site structures.
7. Demolition of on-site structures, including foundations, and off-site disposal of the
construction and demolition (C&D) debris.
8. Management of lead-based paints (LBPs) on existing buildings.
9. Removal and proper off-site disposal of lead-contaminated soils where shown on the
Drawings.
10. Potential items completed as Alternates:
a. Removal and proper off-site disposal of internal fencing systems.
b. Removal and proper off-site disposal of existing lamp posts.
c. Removal and proper off-site disposal of existing electrical transformers,
including waste characterization of dielectric fluids (assumed to be Non-
TSCA).
Note that this project is being fully funded through the following grants awarded to the
Development Authority:
1. EPA Cleanup Grant - Cooperative Agreement No. 4B03D21324
2. HUD Community Project Funding (CPF/ Economic Development Initiative (EDI)
Congressionally Directed Spending - Grant # B-23-CP-GA 0448

Development Authority office located at 800 Broad Street, Suite 102, Rome, Georgia 30161, or the
CHA office, located at 1360 Peachtree Street, NE, Suite 700 in Atlanta, Georgia 30309,
in accordance with the Instructions to Bidders. Contract Documents will be provided electronically
on a flash drive in PDF format and may be obtained at no cost. Contractors that obtain Contract
Documents from a source other than the Issuing Office must notify the Issuing Office to be placed
on the official Plan Holders List, receive Addenda, and other Bid correspondence. Bids received
from Contractors other than those on the official Plan Holders list will not be accepted.
All bids must be made on the official Bid Form or an exact copy by reproduction thereof and
enclosed in a sealed envelope. This is a unit price bid as described in the Instructions to Bidders. No
Bidder may withdraw his bid within forty-five calendar days after the actual date of the opening
thereof. Each bid must be accompanied by a bid security in the amount of five percent of the base
bid in accordance with the Instructions to Bidders. The successful Bidder will be required to
furnish construction performance and payment bonds in the full amount of the contract price.
For electronic bids, all contractors submitting bids on public work projects are required to have a
valid commercial general contractor license issued from the Georgia Secretary of State Licensing
Board for Residential and Commercial General Contractors (GOALS). The contractor's license
number must be entered in the space provided on the Bid Form. Failure to provide a valid and
verifiable license number from the Georgia Secretary of State registry at the time of bid submission
will result in disqualification of the bid.
The successful bidder will be required to comply with all provisions of the Federal Government
Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and
published in the Federal Register (41CFR Part 60-1, 33 F.2 7804) and all provisions in the Exhibits
to the Contract.
Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right
to disregard all nonconforming, non-responsive or Conditional Bids.
A mandatory pre-bid conference will be held at 10:00 a.m. on the 23rd day of April 2026 at the
project site, starting at the entrance gated located north of the intersection between Charlton
Street NW and Marable Way. Representatives of OWNER and ENGINEER will be present to
discuss the Project. Bidders are required to attend and participate in the conference. Failure to
attend the pre-bid conference will disqualify the CONTRACTOR'S bid. ENGINEER will
transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in
response to questions arising at the
conference. Oral statements may not be relied upon and will not be binding or legally effective.
