St. Charles County is seeking bids forSt. Charles County Bike-Walk Phase 1 Project.
The County reserves the right to terminate the contract for reasons of violations by the
successful proposer of any term or condition of the contract by giving thirty (30) days written
notice stating the reasons therefore and giving the party ample time to remedy the
deficiencies. The County hereby notifies all bidders that it will affirmatively ensure that in
any contract entered into pursuant to this advertisement, businesses owned and controlled
by socially and economically disadvantaged individuals will be afforded full opportunity to
submit bids in response to this invitation and will not be discriminated against on the
grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration
for an award
Notice to Contractors
Sealed bids for TAP 7303 (624) St. Charles County Bike-Walk Phase 1 Project will be received at: 201
North Second Street, Suite 541 St. Charles, Missouri 63301
until 2:00 o'clock P.M. (Prevailing Local Time) on the 18th day of December, at the office of the Finance
Department, and at that time will be publicly opened and read in room 116. All bids shall be submitted in
the form of one signed original, one signed copy, and one digitized copy.
The proposed work, hereinafter called the work, includes: removal of existing sidewalk
and upgrading to 10’ wide multi-use path, new sign wayfinding and pavement marking,
bike lane striping, ADA improvements, new mid-block crosswalks with rectangular rapid
flashing beacons, removal and replacement of existing concrete multi-use path, and
rehabilitation of existing asphalt multi-use path.
Up to four (4) full sets of drawings and two (2) full sets of specifications will be provided to the
successful CONTRACTOR by St. Charles County at no cost to the CONTRACTOR. Additional sets may
be purchased by the CONTRACTOR at the printing cost plus ten percent (10%) for handling.
All labor used in the construction of this public improvement shall be paid a wage no less than the
prevailing hourly rate of wages of work of a similar character in this locality as established by the
Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is
higher.
St. Charles County hereby notifies all bidders that it will affirmatively ensure that in any contract entered

All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the current version of
the Missouri Standard Specifications for Highway Construction, including all revisions. The contractor
questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour
OSHA construction safety program, or similar program approved by the Department of Labor and
Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work
on the construction project.
A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.
St. Charles County reserves the right to reject any or all bids.
The DBE Goal for this project is 0%.
