RFB 2026-08 – Sand Fencing and Dune Vegetation

The City of Isle of Palms is seeking bids from qualified contractors to furnish and install sand fencing and dune vegetation for the City's active beach renourishment project. The work is located within Reaches 1, 2, and 3 shown on the attached Coastal Science & Engineering sand-fencing plan sheets SF1 through SF3, dated July 2, 2026. The estimated work includes approximately 228,000 individual plants and 10,992 linear feet of sand fence.

The deadline for questions is 5:00 p.m., Eastern Time, September 11, 2026.
The deadline for submission is 10:00 a.m., Eastern Time, September 18, 2026

QUESTIONS AND RESPONSES- September 11, 2026
1. Can the City confirm that it is expected that each planting unit will be provided in an
individual pot?
A. There is not a requirement that each unit has its own pot. It would be acceptable for
the contractor to use plug trays. Also, see question and answer 4 below.
2. The Scope of Work details installing fence in a V configuration, however both Sand
Fencing Plans provided detail parallel 10' sections, can the city clarify the desired
configuration?
A. The fence is to be installed in a V configuration as described in the written RFB, not
as shown on the plans.
3. Could you provide a sample copy of the contract for our review?
A. The expected contract starts on page 11 of the RFB, which can be found here:

4. Are sea oat plugs acceptable for this project?
A. The bid requires the plant size be of an optimal size to maximize survival. Plugs may
meet that standard. Identify the size of the planned material on the bid sheet.
5. In the event of an Act of God, such as a hurricane, storm surge, drought, or other
severe weather event, who would be responsible for any resulting damage or plant
loss?
A. The survivability warranty covers plants that die in place due to conditions including
shallow planting, weak plugs, dry conditions, poor fertilizer application, and others.
Plants that do not survive as a result of burial by wind-blown sand, damage by
people or animals, storm surge, or washout would not be covered by the warranty.

6. What is the required protocol for wildlife protection? For example, would temporary
fencing be acceptable to help prevent wildlife from damaging or eating the newly
installed plants?
A. See response above. To avoid turtle nesting season, all work will need to be
completed before April 1, 2027. No other wildlife protection is expected, and the
contractor would not be responsible for wildlife grazing damage.
7. Regarding the 180-day plant warranty, does the warranty period begin upon
completion of each individual phase, or does the 180-day period begin once the entire
project has been completed?
A. The 180-day warranty will run from the date of installation.
