Background
The Terminal 25 property, located between the East Waterway and East Marginal Way, contains an
active cargo terminal within its approximate northern two thirds, and mixed maritime usage within the
approximate southern third of the property, referred to as T25 South. The eastern half of T25 South is
licensed to the Northwest Seaport Alliance (NWSA) and the western half of the site is managed by the
Port of Seattle (Port). Since the demolition of prior commercial industrial buildings in the 1990's, T25
South has seen a variety of partial uses that currently consist of NWSA leased maritime tenant parking,
public drayage parking, and bulk material storage.
Due to industrial generated contamination, the Port's portion of the T25 South property is part of the East
Waterway Operable Unit within the Harbor Island Superfund site and has been identified as a potential
habitat restoration site within the Port's proposed multi-site habitat mitigation bank program. The habitat
mitigation bank program is a revenue-generating program that restores marginal properties for the
purposes of creating 'mitigation credits' that can be reserved, sold, or serve as a component of a future
settlement agreement to resolve claims related to Natural Resource Damages (NRD).
This GC/CM Preconstruction Service Agreement supports a multi-year T25 South Habitat Restoration
program to provide Preconstruction Support services required for the following two major efforts proposed
within the approximately 9-acre upland and aquatic project site along the shoreline of the East Waterway:
1. An Environmental Protection Agency (EPA) regulated cleanup, per the Comprehensive
Environmental Response, Compensation, and Liability Act (CERCLA), involving the removal and
disposal of on-site contaminated materials primarily consisting of in-water sediment; creosote
treated timber piles and wharf remnants; and upland soils.
2. An NRD restoration of an off-channel environmental area consisting of riparian habitat, marsh,
enhanced intertidal, and shallow subtidal areas that are important for the feeding, rearing, and
providing refuge for juvenile salmon as well as benefiting various other natural animal species. In
addition to the in-water and upland excavation required as part of the contamination cleanup,
construction of the new habitat will involve the import and placement of backfill soils and shoreline
armoring materials; grading to design elevations; erosion and sediment control; and the installation
of plantings and natural shoreline improvements.
Scope of Work Description
Provide preconstruction services in support of project design; scheduling, cost estimating, constructability
consideration, regulatory permitting planning; work packages formulation, and project delivery.
The preconstruction services scope of work (SOW) and the associated level of effort (LOE) are intended
for the completion work necessary for all deliverables through the 100% design milestone per the Port's
current project design authorization. The Port and GCCM Contractor will meet biweekly to review
personnel burn rates and manage the LOE budget.
