The Federal Bureau of Prisons, Federal Correctional Complex located in Terre Haute, Indiana, is issuing this combined synopsis/solicitation for the requirements of: QUARTERLY CERTIFIED DRY GOOD ITEMS. This solicitation is a 100% Small Business set-aside. The NAICS code for this solicitation is 311999. Deliveries Need to begin in March 2025. Deliveries will be made to the Federal Correctional Complex 4700 Bureau Road South, Terre Haute, Indiana 47802. The Government reserves the right to make a single, or multiple awards based on best value. The Government will award to the responsible quoter(s) whose quote, conforming to the solicitation, is most advantageous to the Government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, and past performance, THIS IS AN ALL OR NONE QUOTE; vendors should quote all items, to be considered most advantageous to the government based on best value. Quality, comparison with other offers, and administrative/shipping cost; with past performance that does not pose a risk to the government being the most important. Please input pricing that includes freight cost to our facility in your quotes. Your company can submit its quote on form 15B41825Q00000012 ; The quote will be evaluated per FAR 13.106-2 and the government may then issue a purchase order (contract) that must be signed by both parties to complete contractual agreement. The Federal Acquisition Regulation (FAR) 4.1102 requires all contractors seeking or currently doing business with the government to be registered with the System for Award Management (SAM) prior to award; information can be obtained at https://www.sam.gov/. All future information about this solicitation, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to insure they have the most up-to-date information about this solicitation. The date for receipt of quotes is March 7, 2025 by 11:00 AM. The point of contact for all information regarding this solicitation is Richard Moothery Contract Specialist or Eli Brown, Contract Specialist. Completed quotes must be sent electronically to both rmoothery@bop.gov and erbrown@bop.gov. Payments will be made using Electronic Funds Transfer (EFT) or via Government Purchase Card for awards of $10,000.00 or less. The only format in which questions will be answered is by e-mail (no phone calls please). Faith Based and Community Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including:

• 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and

• Paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services.

Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
