1. PORT OF SEATTLE OVERVIEW
1.1. The Port of Seattle (Port) is soliciting a Request for Information (RFI) from qualified
vendors to provide strategic input on partnering with the Port to provide healthcare
navigation services for non-Port of Seattle employees who work at Seattle-Tacoma
International Airport (SEA) employees (i.e., the 25,000 SEA employees who work at
SEA but do not work for the Port of Seattle).
1.2. This RFI is issued solely for information and planning purposes and does not constitute
a solicitation. This RFI should not be construed as intent, commitment, or promise to
procure goods, services or solutions presented by institutions or responders. It does
not constitute an RFP or a promise to issue an RFP in the future. Responses to the RFI
will not be returned. Responses to the RFI are not offers and cannot be accepted by the
Port to form a binding contract. Responders are solely responsible for all expenses
associated with responding to this request for information. Responders should be
aware that information provided may be used to develop future strategies and
proposals and/or appear in various reports, presentations, applications, media and/or
legal instruments.
1.3. The Port is responsible for complying with the provisions of the Washington Public
Records Act (Act), Chap.42.56 RCW, as discussed in Section 6 below.
1.4. The Port is a special purpose government comprised of approximately 2,200
employees that operates both a seaport and an airport. The Maritime Division
manages industrial property connected with maritime businesses, commercial and
recreational marinas, cruise, grain, marine cargo and maritime operations. Seattle-
Tacoma International Airport (SEA, KSEA) is a top eleven U.S. airport serving 52.6
million passengers and 460,000 metric tons of air cargo in 2024. The Economic
Development Division manages the Port's real estate portfolio and plans and
facilitates the development of selected real estate assets, tourism, workforce
development and small business development.
1.5. In August of 2015, the Port and the Port of Tacoma formed the Northwest Seaport
Alliance (NWSA), which unifies the two ports' marine cargo terminal investments,
operations, planning and marketing. The goals for combining the terminal operations
include strengthening the Puget Sound gateway, making the region more competitive
in the global economy, attracting more marine cargo and creating new jobs in the
region.

2. PROJECT OVERVIEW
2.1. The Port is soliciting a Request for Information (RFI) from qualified vendors to provide
strategic input on how to partner with the Port to provide healthcare navigation
services for non-Port of Seattle employees who work at Seattle-Tacoma International
Airport (SEA) (i.e., the 25,000 SEA employees who work at SEA but do not work for
the Port of Seattle). By providing SEA workers with healthcare navigation services,
the Port aims to strengthen SEA's competitiveness, resilience, safety, and operational

excellence by supporting a healthy and skilled workforce. This includes ensuring that
healthcare access is not a barrier to workforce recruitment and retention and
equipping SEA workers with the resources needed to understand and navigate their
healthcare options. Responding to this RFI is optional and is not required to take part
in any future solicitations the Port may offer. The results of this RFI may be used to
develop future solicitations. Release of this RFI in no way obligates the Port to award
a contract. The Port may request demonstrations as part of this RFI.
3. CURRENT AND ENVISIONED ENVIRONMENT
3.1. The Port has identified a need to provide SEA workers with the hands-on technical
assistance and expertise they need to make full use of all their healthcare options and
benefits, and in doing so, support their continued employment at SEA. SEA workers
have a range of awareness about their viable healthcare options, whether employer-
provided or government-provided. The Port believes that by providing SEA workers
with healthcare navigation services, the Port can remove a significant barrier to the
recruitment and retention of the skilled workforce that helps operate SEA.
4. REQUIREMENTS
Key requirements of this RFI include the following:
4.1. Responses shall include strategies, program design elements (e.g., an on-site
healthcare navigator), and the necessary resources and tools needed to implement
the work.
4.2. Responses shall account for the unique needs of the multicultural, multilingual
workforce of more than 25,000 employees.
4.3. Responses shall suggest programming that is fully compliant with all applicable
federal, state, and local laws, statutes, rules, and regulations related to sensitive
healthcare information that may be gathered during the provision of services.
5. QUESTIONS
Please provide written responses to the below questions. These questions will provide the Port with
a better understanding of your proposed ideas - their scope, functionality, and necessary resources.
5.1. What strategies and programming would you implement to help SEA workers navigate
all the healthcare options (employer-provided or government-provided) they are
eligible to pursue?
5.2. How would you measure program success?
5.3. What resources and level of funding would you need to complete this work?
6. BUDGETARY INFORMATION
Respondents shall provide non-binding budgetary pricing by completing the attached Excel
Pricing Schedule (Attachment A - Level of Effort Healthcare Navigation Services RFI). The
completed Pricing Schedule shall be submitted with the Respondent's RFI response.
Budgetary pricing is requested for planning and informational purposes only and shall not be
considered a binding offer or proposal.

7. RESPONSE INFORMATION
Interested responders should review all documentation to become familiar with the Port's
requirements.
7.1 All Submittals, including all attachments, shall become property of the Port and are
considered public documents under applicable Washington State laws. All documentation
provided to the Port may be subject to disclosure in accordance with Washington State public
disclosure laws and may be disclosed to third parties or the public. The Port will determine
whether requested documents should be disclosed. In no event shall the Port be liable for any
disclosure of documents and information it deems necessary to disclose under the law.
7.1.1. Information or documents received as part of the RFI process may be open to
public inspection and copying unless the Port identifies an exemption under
RCW 42.56. If you believe any specific information provided to the Port meets
the definition of RCW 42.56.270 for Trade Secret, you must clearly designate
specific individual sentences and or paragraphs, as "TRADE SECRET &
PROPRIETARY UNDER RCW 42.56.270" on each sentence, paragraphs, and
must indicate the basis for such exemption in a separate appendix to your
response.
7.1.2. Marking of an entire page or entire document as EXEMPT, PROPRIETARY
and/or CONFIDENTIAL is not acceptable and will be treated as if the marking
was not on the page.
7.1.3. The PORT will not accept a legend or statement on one (1) page that all, or
substantially all, of the document is EXEMPT from disclosure. Such marking is
not acceptable and will be treated as if the marking was not on the page.
7.2. At the Port's discretion, the PORT may notify a responder of requests for public disclosure of
documents and information marked as TRADE SECRET & PROPRIETARY UNDER RCW 42.56.270.
7.2.1. Under the Washington State Public Records Act, Chapter 42.56.540 RCW, the
responder may be able to take legal action to prevent disclosure, should the
responder desire to do so.
7.2.2. Responders shall be responsible for and bear the costs of taking legal action to
prevent disclosure of such documents and information.
7.2.3. In no event shall the PORT be liable to defend any responder for disclosure of
responder's documents and information the Port discloses under RCW 42.56.
7.2.4. Any responder's failure to (i) designate specific paragraph and sentences as
TRADE SECRET & PROPRIETARY UNDER RCW 42.56.270 any specific information or
documents as required herein ; (ii) respond timely to the Port with regard to request
or (iii) attain an injunction preventing disclosure shall constitute a complete waiver of
any and all claims for damages caused by any such release.
7.3. Response:
Responses shall be clearly labeled as "RFI No. 00322887 Response-Company Name" in
