The Commonwealth Technical Institute at the HGAC is seeking to procure the Guard 1 Plus Professional Edition and accessories. This is an invitation for bid and will be awarded at low cost. Do not submit an alternate proposal. Please review the Statement of Work for the full requirements. Questions must be submitted to the RA-li-OIT-BAS-Procur@pa.gov. Questions received will be uploaded as an addendum to this solicitation on eMarketplace. The deadline for questions is November 25, 2025, at 4:00pm ET. Questions by telephone or emailing the Issuing Officer will NOT receive a response. All bids must be submitted electronically using the Supplier Relationship Management System (SRM). Failure to submit bids electronically will deem your bid non responsive. Bid Forms are required to be uploaded with the bidder's response. Failure to do will result in your offer being considered non-responsive. |

I. STATEMENT OF WORK OVERVIEW: The Commonwealth of Pennsylvania,
Department of Labor and Industry (DLI) on behalf of the Commonwealth Technical
Institute (CTI) located at the Hiram G Andrews Center (HGAC), located at 727
Goucher Street, Johnstown, PA 15905 is seeking to award a purchase order by low
cost to a responsive and responsible authorized reselling vendor of the Guard1 THE
PIPE Guard Tour System. In addition, the proposed vendor must have the ability to
represent and support the Guard1 Software Solution. This Statement of Work (SOW)
covers the requirements for the supply and delivery the Guard1 software, peripheral
equipment, and annual software maintenance and any warranties as listed in this
(SOW).
II. BACKGROUND: The Commonwealth Technical Institute (CTI) is a post-secondary
educational campus and is home to maximum of 350 students residing on campus,
faculty and other administrative staff., This facility operates 24 hours a day, seven
days a week. The CTI at the HGAC demonstrates its commitment to providing the
students, employees and guests a safe and secure environment by requiring its
security guards to perform safety tours and checks at various points around the
campus. The current monitoring system has become antiquated and now requires
replacement.

Annual Software Maintenance and Support Services, this will be an annual renewal.
Renewals will not be guaranteed and shall be exercised at the Commonwealth’s
discretion.
All parts shall come with full manufacturer warranty.
No substitutions.

V. CONTRACT TERM
The Purchase Order term shall commence on the Effective Date and shall end in one
year. At their sole discretion, the CTI at the HGAC reserves the right to exercise up
to four additional one (1) term for annual software maintenance and support services.
VI. BID AWARD
It shall be understood and agreed that any quantities listed in the solicitation are
estimated only and may be increased or decreased in accordance with the actual
requirements of the Department of Labor and Industry
Unless otherwise indicated, the unit price must include all labor, materials,
equipment, tools, insurance, delivery fees and all items necessary for the completion
of the project. In cases of discrepancies in prices, the unit price will be binding unless
the unit price is obviously in error and the extended price is obviously correct, in
which case the erroneous unit price will be corrected.

VII. BID RESULTS
Bids will be opened on the date and time specified in the invitation for bid. Bid
tabulations will be posted on the Department of General services’ eMarketplace
website (http://www.emarketplace.state.pa.us/). Tabulations are
for information only and do not constitute actual award or execution of a contract.
The results of the apparent bidders and all bids are under review until final award of
the purchase order.
VIII. INVOICING
Contractors must follow the following invoicing requirements:
a. Accurately bill the Commonwealth for actual services rendered on all invoices.
b. Submit invoice to appropriate resource account within 10 business days of
completed service.
c. Comply with Commonwealth / Department of Labor and Industry’s practices for
supplier payments
The awarded supplier should submit all invoices, as outlined by the Pennsylvania
