The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) is issuing this source sought announcement on behalf of the National Center for Toxicological Research (NCTR), Neurotoxicology, in order to determine if there are existing small business sources capable of providing the Long-Evans (LE) or Sprague-Dawley (SD) rats described herein. Other than small business concerns, especially vendors who may be able to offer domestic products, are also encouraged to submit a capability statement that provides company information, as well as information demonstrating that it can meet all of the minimum requirements included below, to include the country of manufacture of products offered.

Background:
The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Division of Neurotoxicology requires Long-Evans (LE) or Sprague-Dawley (SD) rats delivered on a schedule. The rats (Timed Pregnant) are needed to act as a gestational model and will need to arrive in shipments every 3-5 weeks during the duration of the research project E0782511. The rat is the most appropriate species as they display a broad spectrum of behavior, are capable of complex learning and memory tasks, and findings based on them are easily translatable to humans. The LE and SD rat strains are commonly used laboratory animal models and the NCTR laboratory has experience with both strains. These strains are good multipurpose models that breed well, are easy to handle, and are commonly used in safety and toxicity studies. Additional young female and male rats are needed to optimize study assays.

Warranty and Reports:
Warranty Service Requirements: The Vendor shall guarantee that each shipment contains animals in good health. Shipments that contain injured, moribund, or dead animals shall be replaced at no cost.
Records and Reports: The Vendor shall supply health reports from the colony of origin for each shipment of rats to ensure that the rats meet the requirements of the NCTR colony exclusion list. The Vendor shall provide birth dates for all animals within each shipment.

FOB Point Destination. All items shall include shipping, handling and inside delivery to the destination identified herein.

The period of performance for this contract shall start with the date of first shipment, which is currently requested as 8/19/2025. There are 24 deliveries total, with the final delivery scheduled as 12/29/2026.
Deliveries shall not be scheduled during Federal Holidays or Federal Closures as determined by Executive Orders or WWW.OPM.GOV.
Responses to this Sources Sought shall unequivocally demonstrate that the respondent is regularly engaged in the sale of same or substantially similar product/service. Though the target audience is small business vendors or small businesses capable of supplying a U.S. service of a small business vendor or producer all interested parties may respond. At a minimum, responses shall include the following:
