Description

The Onsite Training Purchases Team at the NASA Shared Services Center is requesting information from vendors for the following business opportunity:

Statement of Work

A "Heartsaver First Aid" training course, provided by the American Heart Association (AHA), is a basic first aid training program designed to teach individuals with little to no medical background how to respond to emergency situations by providing critical first aid skills like CPR, using an AED, and managing basic injuries until professional help arrives; essentially, it equips people to be prepared to "save a heart" in an emergency.

NASA’s Glenn Research Center (Glenn) in Cleveland is seeking a qualified vendor to deliver a comprehensive instructor-led-training for safety, health, and environmental responders.

Objectives

The course should be designed for individuals with little to no medical training and aim to equip them to respond effectively until professional medical help arrives.

  1. First aid basics: Understanding the role of a first aider, scene safety, initial assessment, and how to call for emergency medical services.

  2. Medical emergencies: Recognizing and responding to situations like cardiac arrest, stroke, allergic reactions, seizures, diabetic emergencies, and fainting.

  3. Injury emergencies: Managing bleeding wounds, burns, sprains, dislocations, and potential spinal injuries.

  4. Environmental emergencies: Responding to heat-related illnesses, cold exposure, bites and stings, and potential poisonings.

  5. CPR and AED use: Performing chest compressions and using an automated external defibrillator on adults, with optional modules for child and infant CPR.

  6. Choking management: Performing abdominal thrusts for choking victims.

  7. Bloodborne pathogens and universal precautions: Understanding and practicing infection control measures.

Scope of Work

Vendors must provide a comprehensive curriculum aligned with the 2020 AHA Guidelines for CPR and ECC. The course should cover the basics of first aid, including recognizing common medical emergencies, calling for help, and performing life-saving skills for situations like choking, bleeding, heart attack, stroke, burns, broken bones, and environmental emergencies, while also teaching how to use an AED and performing basic CPR on adults.

The 3-hour course will be delivered in-person at Glenn for no more than 20 learners.

Deliverables

  1. Vendor will deliver course syllabus 2 weeks before training start date.

  2. Vendor will deliver course materials before training start date.

  3. Vendor will deliver a list of training tools 2 weeks before training start date.

  4. Vendor will deliver a list of instructors 2 weeks before training start date.

  5. Vendor will use only course materials that are Section 508 compliant.

  6. Vendor will deliver course between April 22 and May 6, 2025.

  2. Qualified trainer: Completed the necessary instructor course and hold a current AHA Heartsaver Provider certification or a valid BLS.

Additional Requirement

Beyond technical knowledge and ability to deliver the course content accurately and thoroughly, the trainer should possess effective teaching skills to deliver the course material clearly and engage learners.

A secondary instructor should be available should any circumstance prevent the primary instructor from facilitating the course on the scheduled dates.

Target Audience

20 safety, health, and environmental responders
