I. PROJECT SUMMARY

Project Description: The Pinellas County Housing Authority ("PCHA") is accepting
bids for television and internet services at four of PCHA's properties.
PROPOSAL DUE DATE: Proposals and required documents are due from qualified
bidders no later than September 17, 2026 by 2:00 p.m..
Bid Submission ~ Bids and documents must be emailed to mle@pinellashousing.com
Email subject must state -
"IFB #26-008 for Television and Internet Services"
Any bids received after the specified time and date will not be accepted. THERE WILL
BE NO EXCEPTIONS. A confirmation email acknowledging receipt of the bid will be
sent within one (1) hour of submission.
Questions and Addenda
Any questions pertaining to this IFB must be emailed to mle@pinellashousing.com no
later than 2:00 P.M., EST on September 01, 2026. All addenda and questions and
answers will be published on PCHA's website and on the Housing Agency Marketplace:

All documents will be posted to the above websites, and it is the responsibility of
the proposer to check the sites for updates.
IMPORTANT NOTICE: The PCHA reserves the right to request additional information
and/or submission of documents concerning any and/or all proposals submitted. A
request for additional information will be emailed to the firm within 48 hours of the
deadline established by PCHA for submission of additional information. Firms are
strongly encouraged to be prepared to respond.

II. PURPOSE
The Pinellas County Housing Authority ("PCHA") is accepting bids for television and
internet services at four of PCHA's properties.

Services include, but are not limited to the following:
* TV service with more than 150 channels
* Access to supported streamline applications
* One streaming device or traditional set-top box
* Gigabit internet with upload speeds of up to 35 Mbps
* Modem and wireless router
* Equipment and service provided at a bulk community rate

III. APPLICATION INSTRUCTIONS
Any questions regarding the application must be submitted via email by the deadline date
and time specified in this document.
Only bids submitted in response to this IFB will be considered. Submitted responses
must respond to all requirements as outlined in this IFB; incomplete proposals will not be
considered for award.
No proposals may be withdrawn for a minimum period of 90 days following the IFB
deadline without the consent of PCHA.

labor, materials, equipment and other items, facilities, and services for the proper execution and

The Bidder hereby agrees that:
1. The above proposal shall remain in full force and effect for a period of ninety (90) calendar days
after the time and date of receipt of Bids and that this Bidder will not revoke or cancel this proposal
or withdraw from competition within the said ninety (90) calendar days.
2. In case notified in writing by email delivery of the acceptance of this proposal within ninety (90)
days after the time set for the opening of bids, the undersigned agrees to execute within ten (10)
days a formal written contract for the work for the above stated compensation and at the time to
furnish and deliver to the Owner proof of insurance and any required bonding in accordance with
the requirements of the Invitation for Bid.
3. The undersigned agrees to commence actual physical work on the site with an adequate work
force and equipment within ten (10) calendar days of the date of receipt of written Notice to
Commence and to fully complete all work within the timeframes as prescribed in the Scope of
Work as described in the IFB document.

*Addenda issued during the bidding period are hereby acknowledged.
*If this proposal is not accepted within ninety (90) days after the date set for the opening of bids,
then this proposal will be null and void.
