Project Description: PENNRIDGE WASTEWATER TREATMENT AUTHORITY ADVERTISEMENT FOR BIDS
NOTICE IS HEREBY GIVEN that sealed Bids or proposals for the upgrade of the Ultraviolet Disinfection System at the Pennridge Wastewater Treatment Plant (WWTP) will be received by the:

until 10:00 AM prevailing time on February 19, 2025 at which time and place they will be publicly opened. All bids must be submitted online via the PennBid Program and all documents and solicitation details, and specifications are available at no cost at https://pennbid.bonfirehub.com. Documents are currently available on PennBid.
The Bids will be received for the following Contracts:
CONTRACT NO. 9: ULTRAVIOLET DISINFECTION UPGRADE – STRUCTURAL MECHANICAL WORK CONTRACT NO. 10: ULTRAVIOLET DISINFECTION UPGRADE – ELECTRICAL WORK
Contract No. 9 consists of the demolition/removal of the existing Trojan Systems UV 4000 Ultraviolet Disinfection System and the installation of the new Wedeco Duron 8 UV Disinfection System, including replacement of the existing effluent weir and all hardware and appurtenances.
Contract No. 10 consists of electrical work associated with the demolition/removal of the existing Trojan Systems UV 4000 Ultraviolet Disinfection System and the installation of the new Wedeco Duron 8 UV Disinfection System.
Immediately following the expiration of the deadline for the submission of bids, submitted bids will be opened via the PennBid Program. The results of the bidding will be publicly available through the PENNBID Program.
An Authority representative will open the bids through the PennBid Program upon the expiration of the bid deadline at 10:00 AM prevailing time on February 19, 2024, and publicly release the bid results on PennBid. The Authority Board will first consider the award of a contract, and may award a contract, at its regular meeting scheduled for February 24, 2025, at 7:00 PM, at the above address.
Either a Certified Check or a Bid Bond drawn to the order of the Pennridge Wastewater Treatment Authority in the amount equal to ten percent (10%) of the amount of the bid must be submitted with the proposal as bid security. A bid bond must have a surety listed on the U.S. Treasury’s Circular 570 and authorized to perform services in the Commonwealth of Pennsylvania.
If a contract is awarded, it will be awarded to the lowest responsive bid and responsible bidder.
The Pennridge Wastewater Treatment Authority hereby reserves the right, which is understood and agreed to by all bidders, to reject any or all bids. The Authority shall document and provide a justification for all bids it rejects. The Authority also reserves the right to waive any immaterial omissions, errors, defects, irregularities or informalities in any bid.
The Pennsylvania Prevailing Wage Act applies to the Project. The successful Bidder shall be required to comply with the Act, and pay wages in accordance with the PA Department of Labor and Industry Prevailing Wage Determination. The Pennsylvania Public Works Employment Verification Act 141 of 2022 also applies to this project.
In accordance with the Pennsylvania Public Works Employment Verification Act 141 of 2022, all contractors and subcontractors, as a precondition to receiving a contract on Public Works Projects (defined under the Prevailing Wage Act), are to fully comply with the Act through utilization of the Federal E-Verify Program (EVP) operated by the United States Department of Homeland Security.
A fully executed copy of a PUBLIC WORKS EMPLOYMENT VERIFICATION FORM shall be provided as one of the bid submission documents. With each pay request, the Contractor shall submit a statement that states they have fully complied with Act 141 with regard to any new employees.
The successful bidder is required to provide performance, payment and maintenance bonds, and insurance, as provided in the project bid specifications.
NONDISCRIMINATION IN EMPLOYMENT
Bidders on this work will be required to comply with the Pennsylvania Human Relations Act No. 222. The requirements for Bidders and Contractors under these enactments are explained in the Specifications.
This Project is being financed in part by a COVID-19 ARPA H2O PA – Water Supply, Sanitary Sewer and Storm Water Grant from the Commonwealth of Pennsylvania, acting through the Commonwealth Financing Authority (the “Grantor"), utilizing funding provided by the U.S. Department of Treasury under the American Rescue Plan Act of 2021 (the “ARPA Act”). The successful bidder shall comply with all Grant Contract requirements and applicable federal and state statutes, regulations, conditions, directives, guidelines, and any future requirements determined by the Grantor as necessary.
Except as otherwise provided by law, no Bidder may withdraw his bid within sixty (60) consecutive calendar days after the actual date of opening thereof, or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds or the award of a grant or grants.
