1.        General Information

The Municipal District of Taber (MD) is seeking competitive proposals to procure a Design-Build Contractor complete with their selected Design-Builder team to design and construct the Operations Wash Bay and Chem Shed. The successful proponent will focus its design to accommodate current and future needs of the MD and will act as the Prime Contractor on the project. The anticipated scope of services is as follows but not limited to:

•        Design/Develop comprehensive civil, architectural, structural, mechanical, and electrical designs and specifications for the proposed building. The design should be cost-effective, functional, and adaptable to potential stakeholder feedback. Upon completion the design-builder shall provide complete electronic record drawings in PDF and AutoCAD format upon project completion.

•        Coordinate with relevant regulatory authorities to ensure compliance with building codes, fire codes, and other applicable regulations, inclusive of Development and Building Permitting Applications and Requirements. Ensuring sufficient inspections during construction are completed with respect to building codes and geotechnical reports.

•        Provide a stipulated price proposal identifying:
o        Design costs
o        Construction costs
o        Allowances
o        Contingencies
o        Optional photovoltaic system
o        Any proposed exclusions

The MD Reserves the right to remove, defer, or modify individual components during negotiations while maintaining the overall intent of the project.

•        Document all discussions, decisions, and notes from all working meetings. Design meetings should include MD staff from operations departments to ensure that needs are met for all stakeholders and are held at regular intervals throughout design and construction.

•        Provide some value upgrades in the form of grants for municipal funding which may include green initiatives like some of the following: Green Municipal Fund; Alberta Community Partnership; Municipal Electricity Generation Program. Additional value-added options that improve project functionality, reduce lifecycle costs, or provide cost-effective alternatives may also be proposed and shall be identified as optional items.

2.        Current Environment

The current wash bays and chem shed is located at a separate site than the operations shop. The old facility that the MD owns is roughly 8 acres of land with 6 buildings on the property. These buildings are inefficient, aging and soon will need major envelope and structural repairs.
Currently the wash bay is combined with warm storage and does not have a pull through bay to allow ease of access with larger trucks and equipment. It also has a grit separator pit that is difficult to maintain, it normally requires a hydrovac truck to clean out the pits.
The proposed project site is located within an active municipal operations facility that will remain operational throughout the design and construction period. Proponents should consider the ongoing operational requirements of the MD when developing their proposed design and construction approach, including staging, laydown areas, equipment access, traffic management, and utility tie-ins. The MD will work collaboratively with the successful proponent to identify suitable staging and laydown areas and to coordinate construction activities in a manner that minimizes disruption to municipal operations.

Submission Details

Proposal Submittals: Proposals should summarize the plan of action for the scope of services requested, detailed in the RFP Response section. If all required information is not provided, a proposal may be considered nonresponsive and rejected without full evaluation. Late submittals, submittals to the wrong location, or submittals with inadequate copies are considered nonresponsive and may be rejected.

Question Submission Details

Questions about Proposal Requirements: Proponents with questions regarding this RFP may contact the above mentioned MD individual.

Except as authorized by the above mentioned individual, no Proponent may contact any other employee or elected or appointed official of the M.D. with respect to the RFP or the submission of a proposal unless authorized. Questions will be answered via an addendum posted on APC (Alberta Purchasing Connection).

Bid Security

Bid Security: Proposals shall be accompanied by Bid Security in an amount equal to ten percent (10%) of the proposed Contract Price. Bid Security shall be provided in the form of:
• A Bid Bond issued on CCDC Document 220; or
• An Irrevocable Letter of Credit in a form acceptable to the MD.
The successful Proponent's Bid Security shall remain in effect until execution of the Contract and submission of the required Performance Bond, Labour and Material Payment Bond, and insurance certificates.
Bid Security for unsuccessful Proponents will be returned following contract award.

The site walkthough will be held on July 30th, 2026 at 10:00AM. Meet at the MD of Taber Operations Building. This is an active operations site, please bring high visibility vests.
