Project Description: Sealed bids will be received by the Authority of the Borough of Charleroi, Washington County, Commonwealth of Pennsylvania, for the following:
CONTRACT NO. 2025-02-08-1650052 FALLOWFIELD PUMP STATION IMPROVEMENTS
BID OPENING – Sealed bids shall be submitted online via the PennBid Program until 11:00 AM local time Tuesday, February 25, 2025, at which time all bids will become publically available.
Equipment and Services to be provided shall be according to the Specifications which are on file at the office of KLH Engineers, Inc., 5173 Campbells Run Road, Pittsburgh, Pennsylvania, 15205, and at the office of the Authority of the Borough of Charleroi, 3 McKean Avenue, Charleroi, PA 15022.
All plans and specifications are available online at no cost at https://pennbid.bonfirehub.com.
No bid may be withdrawn for a period of sixty (60) days after the time of the opening of the bids.
Bidders shall submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012.
BIDDER'S SURETY A certified check made payable to the Authority of the Borough of Charleroi, or a Bid Bond on the Bid Form executed by the Bidder and a surety company approved by the OWNER, in an amount equal to ten percent (10%) of the total amount of bid, must be submitted with each bid or bids will be considered nonresponsive and immediately rejected.
SUCCESSFUL BIDDING BIDDER awarded this Contract shall provide a performance surety in the amount of one hundred percent (100%) of the Contract Amount.

THE AUTHORITY OF THE BOROUGH OF CHARLEROI BOARD RESERVES THE RIGHT TO AWARD OR TO REJECT ANY AND/OR ALL PORTIONS THEREOF PROPOSALS SUBMITTED, AND TO WAIVE INFORMALITIES IN THE BIDDING PROCESS IF IN THE BEST INTEREST OF THE AUTHORITY.
The Work under Contract No. 2025-02-08-1650052 generally consists of pump station rehabilitation at the Grange, Kennedy, and Pleasant Valley Pump Stations. The Work includes replacement of pumps, pump control panels, and instrumentation. The Work also includes extension of a new water service and yard hydrant at each pump station. Bidder is advised that the pumps, pump control panel, and instrumentation will be supplied by OWNER and installed by the CONTRACTOR. All other materials necessary for a complete installation shall be supplied by CONTRACTOR.
A portion of the project will be funded through the Washington County Local Share Account (LSA), which was established to support community and economic development through gaming revenues generated pursuant to the Pennsylvania Race Horse Development and Gaming Act. The Redevelopment Authority of the County of Washington (RACW) was designated as the agency to administer the LSA Program on behalf of the Washington County Board of Commissioners. LSA funds are distributed annually through grants from the Pennsylvania Department of Community and Economic Development (DCED). The Contract Time was established based on the deadlines for the LSA funding, and it is critical these deadlines are met.
