Valuation Services for Casino & Casino-Related Properties
RFP: CASINO-VALUATION
1. INTRODUCTION
Teller County, Colorado (“County”), through the Office of the Teller County Assessor, is soliciting sealed proposals for professional valuation, appraisal, consultation, and expert-witness services related to casino and casino-related commercial properties in Cripple Creek, Colorado. The resulting contract is expected to begin February 1, 2026, and end December 31, 2026, with potential extensions at the County’s discretion.
2. PROJECT OVERVIEW
The County seeks an experienced valuation professional to perform annual valuation of casino and casino-related commercial properties, prepare reports, assist with data collection, and provide expert testimony at appeal levels.
3. SCOPE OF SERVICES
The selected Contractor shall perform the following services:

Value all casino and casino-related commercial properties in Cripple Creek for ad valorem assessment purposes.

Collect and analyze data required for valuation.

Prepare valuation summary reports.

Provide expert testimony before County Board of Equalization.
4. CONTRACT TERM
The anticipated term is February 1, 2026 through December 31, 2026, with optional renewals.
5. COMPENSATION STRUCTURE
Proposers must provide pricing.
The County reserves the right to negotiate final pricing.
6. MINIMUM QUALIFICATIONS
Respondents must demonstrate expertise with casino valuation, Colorado assessment laws, income-producing commercial property appraisal, and expert testimony experience.

8. EVALUATION CRITERIA

10. STANDARD CONTRACT REQUIREMENTS
The selected Contractor must sign the County’s Independent Contractor/Professional Services Agreement, which includes requirements related to insurance, confidentiality, indemnification, ownership of work product, and termination.
