Lac La Biche County is seeking proposals from qualified proponents for the supply, configuration, AFRRCS programming, deployment, installation, documentation, training support and ongoing radio-related services required to transition County users to the Alberta First Responders Radio Communications System. The County currently uses VHF radio infrastructure and is modernizing radio communications to improve reliability, interoperability and operational coordination across departments. The preferred outcome is a standardized, supportable fleet of AFRRCS-capable portable and mobile radios with suitable accessories, programming, inventory handoff and deployment support. The County will consider approved equivalent products where they meet the mandatory requirements in this RFP, are permitted for use on AFRRCS, and can meet the County’s standardization, operational and support requirements.
Submission Details
• Completed pricing form submitted as a separate file, including unit pricing, extended pricing, shipping, labour, travel, standard installation price, installation-class unit rates and all fees.
• Technical compliance matrix confirming all mandatory requirements and identifying any exceptions.
• Product data sheets and documentary confirmation that each proposed radio model and applicable firmware version is on the current AFRRCS Permitted Radio List, including feature package/licence information.
• Implementation plan covering procurement, programming, installation, deployment, acceptance testing, training support and handoff, including proposed equipment delivery window and phased deployment period.
• Project team qualifications, including AFRRCS technical administrator capability and relevant municipal or public safety radio experience.
• Warranty, support, escalation and service response model, including confirmation of mandatory five-year warranty coverage for all radios and all required support details.
• References for similar AFRRCS, public safety, municipal or fleet radio deployments.
• Proposal validity period of 120 days after closing.
• Proposal email subject line: Proposal Submission - IT2026-01 AFRRCS Radio Equipment.
• Accepted formats: PDF, Microsoft Word, Microsoft Excel and standard image files for supporting evidence. Pricing should be provided as a separate Excel or unlocked PDF file.
• Maximum email size: 25 MB per email. If files exceed this size, the proponent must request alternate submission instructions before the question deadline.
• Late, corrupted, blocked, misdirected, incomplete or unreadable email transmissions may be rejected. The County system date/time stamp will be the basis for receipt. Proponents are responsible for confirming successful transmission and receipt before closing.
• A proponent may amend or withdraw its proposal before closing by written notice from an authorized representative. The notice must clearly identify the RFP number, proponent name and whether the submission is an amendment or withdrawal.
