COMMUNITY DEVELOPMENT AND HOUSING CONSULTING SERVICES
COUNTY OF WESTMORELAND, PENNSYLVANIA
YEARS 2026, 2027, AND 2028
NOTICE
The County of Westmoreland is requesting proposals for a Community Development and Housing
Consulting Services, Greensburg, PA 15601; Telephone (724) 830-3137. Persons or Firms who obtain copies
of the Request for Proposals (RFP) will be included on the Official RFP Distribution List, and will be required to
give an address, telephone and FAX number and e-mail address at which they can be contacted to receive
Addenda or Notices relating to the submission of proposals.
Sealed proposals will be received in the office of the Westmoreland County Controller until 2:00 P.M.
Tuesday, December 2, 2025, and publicly opened approximately 15 minutes later in the Commissioners'
Conference Room #101 in the offices of the Westmoreland County Commissioners. Late proposals will NOT
be accepted or considered. The County Commissioners reserve the right to reject, in whole or in part, any or
all proposals received, and further reserve the right to negotiate the final contract terms, including cost,
subsequent to the submission of sealed proposals.

I.
Types of Services Required
In accordance with 2 CFR Part 200 which establishes standards for the procurement of
property and services involving the expenditure of federal funds, the County of
Westmoreland hereby requests proposals from qualified individuals and firms for the
provision of professional housing and community development consulting services.
The County of Westmoreland anticipates selecting a housing and community
development consultant to assist the County with the following activities over a three-
year period beginning January 1, 2026 and ending December 31, 2028.
A. Community Development and Planning
Services may be requested from time to time for the following tasks:
1. Assist the County in the preparation of the annual submission to
the U.S. Department of Housing and Urban Development (HUD) for
Community Development Block Grant (CDBG) entitlement funds (i.e.,
Annual Action Plan) using the eCon Planning Suite in the Integrated
Disbursement and Information System (IDIS). This includes all aspects of
preparation, from developing a statement of proposed objectives and
a proposed budget to completion of a final document for submission that
meets all statutory and regulatory requirements.
2. Assist the County staff, as needed, in preparing the Environmental Review
Records for annual community development activities, as well as
amendments to the CDBG Program, as requested.
3. Prepare notices for publication that inform the public of the County's
Community Development program and invite public comment and
participation in accordance with statutory and regulatory requirements.
4. Attend public hearings, Board of County Commissioners meetings,
and / or staff meetings to present or discuss the CDBG program, as
requested.
5. Assist the County in designing and implementing economic development
leveraging programs with CDBG funds.
6. Provide technical assistance to the County and assist with the
implementation all federal CARES Act funding including CDBG-CV 1
and 3 as needed.
7. Assist County staff in preparing the Consolidated Annual
Performance and Evaluation Report (CAPER) for submission to HUD.
8. Provide Community Development planning assistance, if requested, to
the County or its subrecipients. Such services could include:

a. Planning in support of tax incremental financing districts.
b. Physical planning services including comprehensive planning,
site planning, redevelopment planning and zoning.
c. Preparation of redevelopment plans.
d. Site specific development strategies, downtown improvement
strategies and preliminary feasibility analyses.
e. Neighborhood revitalization plans and strategies.
f.
Planning and feasibility services for projects involving the
rehabilitation of historic structures utilizing historic tax credits.
9. Provide general consulting and advisory services throughout the term of the
contract. This includes informing and advising the County about federal and
state policies and program regulations, and changes thereto.
10. Assist the County in applying for Section 108 Loan Guarantee assistance
and other forms of State and Federal assistance, as requested.
B. Affordable Housing
Services may be requested from time to time for the following tasks:
1. Assist the County in the preparation of the annual submission to HUD for
entitlement HOME Investment Partnerships (HOME) and Emergency
Solutions Grants (ESG) funds (i.e., Annual Action Plan) using the eCon
Planning Suite in the Integrated Disbursement Information System. This
includes all aspects of preparation, from developing a statement of
proposed objectives and a proposed budget to completion of a final
document for submission that meets all statutory and regulatory
requirements.
2. Assist the County in the management of its HOME Consortium.
3. Assist the County staff in preparing the Environmental Review Records
for the annual HOME and ESG Programs, as well as for amendments to
these programs.
4. Assist the County in the designation and certification of Community
Housing Development Organizations (CHDO’s).
5. Assist the County in matters pertaining to the eligibility of HOME and ESG
funded activities.
6. Assist County staff in preparing the CAPER for submission to HUD.

7. Assist the County in identifying and applying for alternate forms of
housing assistance, including:

Federal Home Loan Bank Programs
•
Low Income Housing Tax Credits
•
Pennsylvania Department of Community and Economic Development
Programs
•
Pennsylvania Housing Financing Agency Programs
•
HUD housing programs
8. Provision of underwriting and layering analysis for HOME-assisted rental
and homebuyer programs.
9. Assist the County in preparing written agreements with subrecipients and
CHDO's.
10. Assist the County staff in evaluating proposals and in structuring projects
with private sector, non-profit and CHDO developers, owners and
sponsors.
11. Assist the County in establishing operational guidelines for new HOME /
ESG-funded initiatives.
12. Provision of project or site strategies and preliminary market / feasibility
studies.
13. Prepare notices for publication that inform the public of the County's HOME
and ESG programs and invite public comment and participation in
accordance with statutory and regulatory requirements.
14. Assist the County with the establishment of a HOME ARP program in
accordance with CPD Notice 21-10 including all required elements, and
assist with amendments, if needed, to the HOME ARP Allocation Plan.
