Solutions-Based Professional Services (TSPS) Requirement

This requirement is for: The Department of Natural Resources.

This requirement is open only to those Supply Arrangement Holders under E60ZT-16TSSB who qualify under Tier 1 and under the stated consultant category, security level, region, level of expertise for the following stream 2 – Business Consulting / Change Management Services.

The requirement is intended to result in the award of one (1) contract, for up to a maximum of a 6-month period.

Description of the Requirement:

The objective of this project is to develop public facing guidance on data and methodologies for cost benefit analysis of grid modernization technologies to enable improved rigor and consistency in such evaluation for NRCan programs and for the industry in general. The study will do this through:

•        The review of leading Canadian and international approaches to the quantification and consideration of grid modernization projects,

•        Identification of common benefits and metrics for measurement of grid modernization outcomes, and

•        Providing common datasets and methodologies for the quantification and monetization of benefits, where possible.

The following are some key questions that NRCan hopes can be answered using the outputs of this study.

•        What are the common metrics and measurement approaches used to track performance of grid modernization projects in achieving expected outcomes?

•        What are the key datasets, methodologies, and assumptions necessary for quantification and monetization of grid modernization benefits?

•        What barriers exist to data access and ownership impacting consistency and accuracy of benefit estimates?

•        How should utilities consider hard to monetize and qualitative benefits as part of project cost benefit analysis?

•        How should utilities account for interdependencies between individual grid modernization projects and technologies as part of an overall grid modernization strategy or portfolio?

•        How can utilities categorize benefits within existing rate categories and wider benefits, such as societal or broader system benefits?

•        How can regulators provide additional clarity on expectations for grid modernization proposals?

•        How can programs distinguish between direct and enabled benefits when evaluating a single project within a larger portfolio of grid modernization projects?

•        How can NRCan programs better evaluate and quantify the role of grid modernization in achieving a clean, reliable, and affordable electricity grid?

Note: the contractor should not answer these questions directly but conduct the analysis with them in

mind.
