Radio Drive (CSAH 13) Pedestrian Management Study
1. Introduction
The Washington County Public Works Department is issuing this request for proposals (RFP) to provide
project management, data collection/summation, alternatives analysis, implementation planning,
stakeholder and public engagement, and study documentation for the County State Aid Highway (CSAH)
13 (Radio Dr) Pedestrian Management Study.
Washington County, through its Capital Improvement Plan (CIP), has identified this project as Project No.
RB-2688. Funding for the project is expected to include Transportation Advancement Account (TAA) -
Safety and Trails and Local Contributions (City of Woodbury). The project will be delivered as a
cooperative effort between Washington County and the City of Woodbury, with Washington County
serving as the lead agency.
The scope of this study is to investigate the existing and future pedestrian and bicycle needs along CSAH
13 (Radio Dr) and to develop a plan to accommodate existing and future pedestrian and bicycle activity in
the area. The exploration of pedestrian and bicycle infrastructure improvements and implementation
strategies will be closely tied with discussions on potential or planned improvements to the County
Highway to develop a comprehensive implementation plan that the County and City can use to support
decision making.
Study extents include the south ramps of the I-94 interchange, as the northern terminus, to CSAH 16
(Valley Creek Rd), as the southern terminus. The majority of data collection and analysis work is
anticipated to occur between I-94 and Seasons Pkwy, with the remainder of the corridor included
primarily as part of implementation discussions.
1.1. Background Information
Within the study extents, CSAH 13 (Radio Dr) is a four- to six-lane rural section roadway carrying an
average daily traffic volume of 24,000 to 37,500 vehicles per day. The posted speed limit is 45-50 miles
per hour. Lane width varies from 12- to 14-feet. Most intersections are signal controlled with full turn
lanes (and some dual turn lanes) at all intersections. Crossing distances of Radio Drive are as high as
170-feet at some intersections.
Radio Drive has been identified as an Expressway Barrier in the Metropolitan Council's Regional
Bicycle Barriers Study with a Crossing Area identified near Tamarack Village/Hudson Rd and Tamarack
Rd intersections. There is an existing trail along the west side of Radio drive with a pavement condition
index (PCI) ranging from 3 to 80 on a scale of 100. There is an existing trail along the east side of Radio
Drive north of Tamarack Village/Hudson Rd in good condition. A trail gap has been identified on the
east side of Radio Drive from Tamarack Village/Hudson Rd to Donegal Dr with several implementation
challenges.
This segment of Radio Drive has supported numerous retail and commercial uses since the 1990s.
Most recently, the City Place development has brought in a large apartment complex and townhome
development to complement the residential areas that surround this large retail zone. Additionally,
while there are no fixed-line transit services along Radio Drive, the area is within the Woodbury Metro
Micro Zone which connects to the METRO Gold Line (BRT).

Radio Drive (CSAH 13) Pedestrian Management Study
Several recent initiatives by the County and City provide important background information to this
study:
* Washington County CSAH 13 (Radio Dr/Inwood Ave N) Trail Feasibility Report (2025) - This
report discusses the current condition of and construction cost of improvements to the
pedestrian ADA ramps, shared-use trails, APS systems, and signal systems along CSAH 13
(Radio Dr/Inwood Ave N), starting from CSAH 16 (Valley Creek Road) to CSAH 10 (10th Street
North).
* Washington County Highway Safety Plan
* Washington County MOVE Bike and Pedestrian Plan
* Metropolitan Council's Regional Bicycle Barriers Study
* City of Woodbury Safe Streets for All Action Plan (2025) - The city has developed a
comprehensive strategy to reduce fatal and serious injury crashes for all road users
(pedestrians, bicyclists, transit users, and drivers) on Woodbury and Washington County-
owned roadways.
* Woodbury Bicycle and Pedestrian Plan
* City of Woodbury Radio Dr & Hudson Road Pedestrian Grade Separation (2022) - The City
conducted an initial exploration of potential grade-separated crossing locations and
configurations of Radio Dr.
Additionally, Washington County applied to the Local Bike Facilities category in the 2026 Active
Transportation Grant Solicitation administered by the Metropolitan Council for improvements within
the study area. Proposed improvements included constructing a trail on the east side of Radio Dr from
Tamarack Village/Hudson Rd to Season Pkwy, repaving the existing trail on the west side of Radio Dr
from Hudson Rd/City Pl Blvd to Seasons Pkwy, and reconstructing pedestrian ramps and upgrading
signal equipment at Tamarack Village/Hudson Rd and Tamarack Rd intersections. Application materials
can be found on the Metropolitan Council application website and the one-page summary can be
viewed here. If successful, funds would be programmed for 2029 implementation in tandem with the
County's existing CIP Project No. 2829, CSAH 13 Trail Rehab - CSAH 16 to I-94.
1.2. Project Goals and Objectives
The objective of this study is to develop an implementation plan for identified improvements to the
bicycle and pedestrian system in this area. Study goals are as follows:
* Improve Safety - Identify and recommend strategies that enhance safety for all users.
* Enhance Mobility and Travel Options - Develop improvements that support comfortable,
accessible choices in travel mode.
* Evaluate Grade-Separated Crossing Feasibility - Conduct a technical analysis of potential
grade-separated crossing concepts-including locations, constraints, configuration options, and
cost considerations-to determine feasibility and inform future decision-making.
* Agency Coordination and Engagement - Maintain close and continuous collaboration between
County and City throughout study process to build shared understanding, confirm priorities, and
foster mutually supported recommendations and an implementation plan.
* Produce an Actionable Implementation Plan - Deliver a clear, phased plan with defined projects,
costs, and responsibilities to guide near- and long-term improvements.

2. Scope of Work and Deliverables
The following lists outline work tasks and associated items that shall be included as part of the contracted
services. The role of the selected Consultant team will be to complete all tasks necessary to facilitate and
complete the study, and document the study process and outcomes.
All reports/documentation must be developed and presented in Microsoft Office and all design files must be
developed and presented in formats agreed to with the County in advance of completing the work.
Washington County will act as the lead agency through all aspects of the project. The County's role as lead
agency does not preclude direct and regular interaction between the Consultant, the City of Woodbury, the
Watershed District, and other agencies. External Agency input and review is important; however, the County
is to be kept informed of agency dialogue and will assist the Consultant in determining the need and scope of
interaction with a particular agency.
2.1. Project Management
The Consultant will perform all work necessary to effectively coordinate the study to completion, maintain
the project schedule and budget and manage project management meetings.
Project Management meetings will start with an in-person kick-off meeting at the County or City office with
the Project Management Team (PMT) as determined by City and County staff. After the kick-off meeting,
the consultant should host PMT meetings at regular intervals or as study milestones are met. Additionally,
the Consultant will schedule two check-in meetings per month with the County project manager and deputy
project manager.
The proposal should include a summary of the project management measures required to ensure that the
project is completed on time, within budget, and in accordance with applicable laws, policies, standards,
and good planning and engineering practice. Monthly progress reports shall be submitted with each invoice.
The selected Consultant shall develop and implement a project specific Quality Management Plan, which
shall be available for review upon request during the project.
2.2. Public and Agency Engagement
The goal of the Washington County Public Works Department is to achieve excellence in design with every
project we do through comprehensive public involvement. The Consultant shall develop a straightforward
Public Involvement Plan to meet the project objectives and goals. The plan should provide an overall
approach to involvement, as well as specific involvement activities, techniques, strategies and how these
specific tasks will integrate into the overall process.
P a g e | 5

Radio Drive (CSAH 13) Pedestrian Management Study
The Washington County Style Guide, shall be used to create documents for the public (newsletters, post
cards, posters, etc.), but Consultants are encouraged to developed and present cost effective solutions to
get the public involved.
2.3.1. Project Website
Washington County will create a project-specific website, which will be available throughout the
duration of study. The selected Consultant will be responsible for providing supporting graphics
for website throughout the study.
2.3.2. Public Events and Newsletters
The Consultant will assist the County in conducting public engagement and outreach throughout the
study. Potential engagement activities should be discussed at the project kick-off meeting focusing on
pop-up opportunities at existing community events. Additional engagement activities may include, but
are not limited to, a public open house, mailers, social media, and email outreach. The County
anticipates one open house if sufficient pop-up opportunities are not identified. The Consultant will be
responsible for developing materials to present at engagement activities.
2.3. Existing Conditions Synthesis
The selected consultant will review and synthesize information from previous efforts and supplement that
information with data collection to clearly outline and summarize the existing pedestrian and bicycle system
in the study area including infrastructure inventory, needs, travel patterns, and known constraints/barriers
and opportunities.
Washington County will provide the following information to the successful Consultant:
* Aerial imagery
* LIDAR Data
* Existing Right of Way and Parcel Data
* Existing trail/sidewalk GIS dataset
* Available Culvert and Stormwater GIS Dataset
* Tuning Movement and Pedestrian Counts from April 2026
* Traffic Signal Construction Plans
* CSAH 13 (Radio Dr) Construction Plans
Supplemental information for the selected consultant to collect is anticipated to include:
* Crash Data - the consultant will pull the most recent crash data to identify/confirm top safety issues
and pattens in study area
* Pedestrian Activity Analysis - the consultant will conduct a pedestrian activity analysis using
Streetlight software, or similar, to supplement recent pedestrian counts and previous data collected
by the City
* Origin/destination evaluation
* Review Bicycle and Pedestrian Network Inventory to confirm extents of existing trail network
reviewing aerial and existing trail data to confirm extents of existing trail network.
Consultants are encouraged to list additional suggested data collection items in their proposals where they
think it will add value to the study. Following an initial compilation of existing conditions, the consultant will
schedule a site visit with the project management team.
Given the amount of work that has been completed recently in this area, and in balance with the available
funds for the study, the existing conditions synthesis is intended to serve as a summary exercise and
P a g e | 6

Radio Drive (CSAH 13) Pedestrian Management Study
confirmation of existing conditions for agency partners rather than starting data collection from zero. Where
possible summary information should be presented in maps, graphics, and simple tables, rather than a
lengthy report. Existing conditions synthesis should be documented and formatted so that all or parts of the
information can be easily included in the study report.
2.4. Improvement Identification
2.3.3. Pedestrian System Gaps
The consultant will identify gaps in the bicycle and pedestrian system, both along CSAH 13 (Radio
Drive) and to the identified destinations in the study area. Identified gaps should be identified as
County, City, or "Private" jurisdiction. It is anticipated that the needs information identified
through the Washington County CSAH 13 (Radio Dr/Inwood Ave N) Trail Feasibility Report (2025),
provide a comprehensive summary of at-grade crossing needs and should be reflected in
improvements needed. Should additional improvements be identified by the consultant through
data collection or site visits, those improvement needs should be documented.
2.3.4. County Highway Planning Desktop Review
The consultant will review the provided traffic volumes (includes vehicle, pedestrian, and
bicycle), and turning movement counts, along with the corridor crash data to facilitate a focused
discussion around potential county highway infrastructure improvements needs that may impact
or provide opportunity to the bicycle and pedestrian system, including linear connections and
crossing improvements. Transition from a rural to urban section with curb and gutter is
anticipated to be an important discussion item to occur early in the study process.
2.3.5. Drainage Analysis Desktop Review
The consultant will provide a desktop level hydraulic analysis to the extent necessary to
determine major drainage issues or obstacles in the study area. Scope of hydraulic analysis will
be determined with the selected consultant in balance with comprehensive study scope and
available resources. Intent of this analysis is to better understand constraints and opportunities
for changes within the current county highway right-of-way to improve bicycle and pedestrian
connections linearly and across CSAH 13 (Radio Drive) and to identify potential land
acquisition/right-of-way needs for stormwater BMPs. The consultant should anticipate a meeting
with the Watershed District as a part of this task.
2.3.6. Grade-Separated Crossing Evaluation
The consultant will lead a process to evaluate the feasibility and potential locations and design of
a grade-separated crossing across CSAH 13 (Radio Drive). This evaluation is anticipated to be
between the Hudson Rd/City Pl Blvd and Tamarack Rd intersections and should occur in two
stages. Initial evaluation should include pros and cons between over- and underpass
configurations as well as considerations for varying locations. Initial evaluation should be based
on existing pedestrian patterns, available space for necessary footprints, and estimated costs.
As potential configurations or locations are narrowed down, Consultant will coordinate with
County to collect and provide survey data and soil borings (if determined necessary) to
supplement available information in order to develop a preliminary design (30%) level layout of
up to two configurations including cost estimates. Technical evaluations of grade-separated
crossing alternatives should be used in facilitated discussions with project management team to
identify a recommended alternative that can be incorporated in implementation planning by
P a g e | 7

Radio Drive (CSAH 13) Pedestrian Management Study
both agencies.
2.3.7. Cost Estimates
The Consultant will develop cost estimates for recommended improvements which will include:
* Construction Estimate (include a 10% contingency)
* Design Engineering (20% of construction costs)
* Construction Engineering/Contract Admin. (8% of construction costs)
* Right-of-Way (cost to be provided by county)
Cost estimates may include costs to cover linear trail gaps, trail reconstruction, estimates to
reconstruct roadway or specific intersections, ADA improvement estimates, and grade-separated
crossing alternatives. Cost estimates shall breakdown the County and City costs share according
to the County's Cost Participation Policy
(https://www.co.washington.mn.us/DocumentCenter/View/54003/Cost-Policy).
2.5. Implementation Plan
The consultant will develop up to three implementation approaches for the study corridor including one
where all needs are addressed in one construction project and two other alternatives for batching
improvements together in multiple phased projects. Implementation plans should identify roles and
responsibilities between the City and County. Implementation plans should use the cost estimates as
developed in alternatives evaluation and identify strategies for securing external funding sources for
improvements. One-page summaries for each implementation approach will be created to capture relevant
information. It is anticipated that implementation planning will be an iterative process with multiple
facilitated discussions with the Project Management Team to ensure an actionable plan with City and County
support.
2.6. Study Report and Documentation
The final study deliverables will include a one-page (double sided) executive summary and study report
documenting the study process and outcomes. As early as reasonable, the consultant will outline and begin
setup of the study's final report and one-page summary. This will ensure that deliverables can provide
selected inputs for the Final Report, with conformed documentation styles to support the efficient production
of all deliverables.
The requirements for development of the final report and executive summary include graphically strong
layout of pages to present study process and outcomes. The study report should be concise and cover all
aspects of the process with supporting data in appendices or technical memoranda. The final documents are
primarily intended to document the process and outcomes for County and City staff, but should also be
presented in a way that the general public and elected officials can understand the process and how
outcomes were identified.
2.7. Additional Tasks
The Consultant is encouraged to include and describe any additional tasks not mentioned within the RFP
that will enhance the project.
