Introduction
The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located
at 816 21st Street. This City of Rock Island property will be undergoing rehabilitation using Illinois
Housing Development Authority funds to ameliorate deteriorating and deteriorated conditions. All work
shall be subject to IDHA
and Environmental Protection Agency (EPA) regulations. Contractors who are interested in this project
will need to schedule a site visit with the Monicca Pushetoneque @ 309-631-2362, prior to submitting
the bid. Sealed bids must be received on or before September 22nd at 2p.m. They shall be addressed
and marked as follows.

Bids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be opened
on 9/22/2026 by 2p.m. at City Hall in the CED Department offices. Contractors who have submitted bids
may attend but are not required to do so. A bid tabulation shall be posted online afterward. All
questions shall be directed to the Construction Officer at 309-732-2906.

Scope of Work
The bidder shall submit a project plan using the design standards below that is in compliance with all
applicable IDHA, EPA, and State of Illinois regulations as well as all local building and zoning codes. The
plan must include a clear project timeline and budget with line item costs. The contractor shall act as the
general contractor for the project using subcontractors as required. Subcontractors that will be required
should be clearly identified in the project plan.
Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet
all project objectives. The contractor shall have 30 days to complete the work from the date of contract
signing. Change work orders over the course of the project are strongly discouraged.
Carpentry: Remove existing roof on the house down to sheathing. Replace any rotted or damaged
wood. If this is old slat sheathing with gaps larger than 12" then osb or plywood may need to be
installed as a substrate in accordance with shingle manufacturer's instructions. Ice and snow guard
must be installed per code and water barrier over remaining roof, if using traditional felt paper 30
lbs. minimum requirement. Use 2" style D roof edge. Install new flashing over plumbing boots, mast,
and flues. Shingle's will be a minimum of 35 year manufactures warranty. Color selection will be
decided by the homeowner from a color selection the contractor shall provide at the preconstruction
meeting. Install new roof flashing for plumbing vents and electrical masts. Patch the holes from the
box vents using approved material, furring then new flush to the existing sub straight. Remove
center sheathing along the peak to manufacture's specifications for a shingle over ridge vent. Install
a new ridge vent over the entire length of the peak on the house, not to encroach into the
overhangs. There has been leaking around the dormers on the front elevation. This may require the
remove of siding to ensure the walks and windows on the dormers are flashed correctly with new
material creating a tight seal at the roof lines. Clean out all the gutters when the roof has been
completed. Remove the siding beneath the slider at the rear of the home. Install house wrap and
two by ledger boarded secured to the home with appropriate fasteners. Dig two post hole footings
42" deep with 12" round tubes. Footings must be inspected before filling with concrete. Building a
landing 3.5" finished height below the slider. The landing width should be the same width as the
door. Bring the landing out 4' from the building. Use Z flashing under the door and on top of the deck
framing behind the existing siding. Install a set of stairs complete with treads, cut stringers, risers
and handrail down both sides. Install a handrail around the landing. Install concrete pavers leveled
up for the stringers to rest on keeping them from making direct contact to the ground. All decking
material shall be treated. Inspection shall be called in once the landing has been framing before
covering the landing with deck boards. Fail to do so may result in removal of decking for the building
inspector to get verification of fasteners. Install furring strips around the slider and a drip cap
flashing on top on the slider over the furring strips behind the siding. Install White J-channel for the
siding at the slider. Install white break metal over the furring strips tucked into slider and J-channels.
Caulk with white quad when finished.
Electrical: Reroute the electrical power for the garage out from under the slider. Remove the
electrical panel in the basement and install a new 100-amp 30 space panel. Install the meter socket
on the exterior of the home with a disconnect. The panel must be labeled in ink for all the circuit's
that are landed. Install a GFCI courtesy at the panel on its own circuit. Install a light and switch at the
real slider with a motion sensor. Install GFCI at the rear slider with weather proof cover. Trouble
shoot and clean up the basement wiring. Install receptacle covers throughout the house. Including

hanging fixture in the attic. Install ceiling fan light combo in the living. This will need a cut in rated
ceiling fan box and power. Install this in the center of the room. Replace the basement landing figure
with new ceiling mount LED. Replace hallway first floor ceiling fixture with new LED ceiling mount.
Replace the fan light combos in both bedrooms with Hunter or Harbor breeze units. Replace front
entry light fixture in the soffit with a LED like kind.
HVAC: Replace the AC unit on the exterior with new compressor. Install a new disconnect on the
exterior. New line sets and new electrical whip installed to the new compressor unit. Remove the
flue from the roof down to the basement. Install a new B vent hooked to the gas fired appliances in
the basement up through the roof. Install weather cap on the flue, a storm collar and new roof
flashing. There is access in the attic to remove and install new flue. The first floor will take some
planning on removing this section due to no access. Install new A-coil and patch the vent coming
directly out of the plenum. Install paste or duct seal on all the exposed ducts that are exposed.
Replace any rusted or incorrect ducts.
HVAC, Electrical, Building Permits are required before work beings.
Bidder Qualifications & Requirements
1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured.
2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting
all local, state, and federal requirements to perform requested work.
3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation
Insurances and name the City of Rock Island as a Certificate Holder.
4. Bidders must own or be able to rent sufficient equipment to complete the work.
5. Contractor maybe required to supply additional plans or stamped drawings for a plan review. Which maybe
need to obtain a building permit. Which maybe need to obtain a building permit.
Preparation of Bid
Each bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearly
labeled with "ENCLOSED: "2129 10th Street Bid." The bid must clearly address all requirements as
described above. The cost of the work must be separated into line items with individual costs in addition
to providing a total project cost. Labor costs and material costs must be clearly delineated. The company
name, federal tax ID number, Duns number, contact person, email, phone number, and a date with
signature are all required as well.
Awarding Contracts
The contract shall be awarded once sealed bids are summited by the deadline and IDHA has approved
the scope of work with the selected bidder's proposal. The lowest bid shall not automatically
guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience,
previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors,
equipment owned, equipment rented, operator experience, and financial stability. The City at its sole
discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All

bidding and award procedures undertaken by the City in regard to this project shall be consistent with
the City's adopted procurement procedures.
Submitted bid prices shall remain valid for 60 days after bid opening.
Bidder Responsibility
Bidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditions
relating to the site, the scope of work, any current EPA and IDHA regulations pertaining to the work, and
restrictions associated with acceptable execution of requested work. Failure or omission of the bidder to
acquaint themselves with site conditions shall in no way relieve them of any obligation with respect to
their bid or subsequent contract.
Federal, State, and Local Reporting Compliance
The contractor shall provide financial and programmatic information as required by the City of Rock
Island to comply with all Federal, State, and local law reporting requirements. The contractor shall also
adhere to all applicable Federal, State and local regulations including but not limited to the following.
