Pursuant to the Port St. Lucie City Code of Ordinance 35.07, this electronic Intake Request is being issued to establish a contract with a qualified proposer who will provide Sole Source-Marine Enforcement Ballistic Armor Vest & Floating Ballistic Armor Plates to the City of Port St. Lucie (hereinafter, “City”) as further described in this Intake.
Marine enforcement ballistic armor system that protects from gun fire with an integrated flotation system built into the vest with ballistic floating armor plates that add buoyancy as well as C02 firing inflation.
This is not a Request for Proposal, and no solicitation is available. The purpose of this notice is to inform the supplier community and the public that the City of Port St. Lucie intends to enter into a non‑competitive contract (commonly referred to as a bid waiver or sole source) for the purchase of a product or service, under the authority of and in accordance with Florida Statute 287.057(3)(c).

Suppliers who believe they are qualified are invited to submit a statement of capability to the contact listed in this document. Any responses received as a result of this Notice will be reviewed solely to determine whether a competitive procurement process is warranted. Responses will not be considered proposals, bids, or quotes.
The City is looking to acquire floating ballistic armor plates for the protection and safety of Marine Enforcement Officers. First Spear Marine Enforcement Ballistic Armor Vest and the floating ballistic armor plates of Marrero Armor are a one-of-a-kind marine enforcement ballistic armor system that not only protects officers from gunfire, but also has an integrated flotation system built into the vest as well as floating ballistic armor plates that also add buoyancy. In the event a Marine Operator falls or is ejected into the water, this lifesaving vest can protect from drowning with built in CO2 firing inflation. and.
