Independent Monitor for Consent Decree

Project Description: The United States and Louisville/Jefferson County Metro Government (“Louisville Metro”), (collectively, “the Parties”), are seeking qualifications for an Independent Monitor (“Monitor”) to assess and report on the implementation of the Consent Decree regarding Louisville Metro and Louisville Metro Police Department (“LMPD”).
The Parties worked collaboratively to negotiate a Consent Decree designed to ensure delivery of lawful and effective policing and emergency services in Louisville, Kentucky. The Consent Decree specifies reforms to Louisville Metro and LMPD’s policies, training, performance, supervision, and accountability systems, and establishes mechanisms for transparency and community engagement. Implementation of the Decree will be assessed by a Monitor who will report to the federal court overseeing the Decree.
