FORT INDIANTOWN GAP IS NOW ACCESS CONTROLLED. PLEASE MAKE SURE YOU HAVE A CURRENT DRIVERS LICENSE, PASSPORT, ETC. FOR IDENITY PROOFING. YOU MUST STOP AT THE VISITORS CENTER TO OBTAIN A DAY PASS THAT WILL ALLOW YOU ON BASE THE DAY OF THE SITE VISIT. IF YOU HAVE ANY QUESTIONS, PLEASE EMAIL ME AT TREBUCK@PA.GOV.

This PROJECT IS A STANDARD LOW BID PROJECT and includes:  GENERAL CONSTRUCTION, HVAC, PLUMBING, AND ELECTRICAL SERVICES.

The work under this Contract shall generally consist of, but not necessarily be limited to, providing all labor, material, devices, tools and equipment required for the renovation of USPFO facility located in area 00, building 0-48, of Fort Indiantown Gap, Annville, Lebanon county, PA 17003, and shall be in total accordance with the specifications and drawings and subject to the terms and conditions of all other Contract Documents.

ESTIMATED RANGE: General Construction - $800,001.00 - $1,00,000.00, HVAC - $400,001.00 - $600,000.00, Plumbing - $50,001.00 - $100,000.00 and Electrical - $200,001.00 - $400,000.00

ESTIMATED RANGE: Liquidated Damages: General Construction - $270.00 per day, HVAC - $160.00 per day, Plumbing - $80.00 per day, and Electrical - $130.00 per day.

MANDATORY PRE-BID CONFERENCE:  The Pre-Bid Conference will take place on Thursday July 3, 2025, at 9:00AM at Building 0-10 Conference Room (map in bid docs), Lebanon County, PA. ALL POTENTIAL BIDDERS MUST BE PRESENT TO SUBMIT A BID SUBMISSION.

Questions are due back by COB 4:30PM EST on July 10, 2025.

DATE FOR RECEIVING BIDS IS July 21, 2025, AT 2:00P.M.

The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals.

This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works.  Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information.

The Goals for each Prime Contract is as follows: SDB AND VBE GOALS
.1 General Construction – SDB = 16.0% VBE = 3.0%
.2 HVAC - SDB = 10.0% VBE = 3.0%
