Description
Through this Request for Proposals (“RFP”), the Rhode Island Housing and Mortgage Finance Corporation (“RIHousing”) seeks proposals from qualified firms to act as the substantive reviewer for Rent Comparability Study (RCS) reviews.

These reviews are required as part of the submission for renewal of a project-based Section 8 housing assistance payment contract or as part of a five-year
comparability adjustment under an existing contract with the U.S. Department of Housing and Urban Development’s (“HUD”) Performance Based Contract Administration (PBCA) Section 8 program.
