Summary

Project Description : In 2002, the City of Chandler purchased 100 acres on the northwest corner of Val Vista Drive and Riggs Road for the development of a future community park (Mesquite Groves Park). In 2008, the Mesquite Groves Aquatic Center (5901 S. Hillcrest Dr.) was constructed on approximately 10 acres of the park site. With the population and development in southeast Chandler steadily increasing over the years, additional recreational facilities are needed in this area of the city. Additionally, the Parks Strategic Master Plan (2021) identified the development of Mesquite Groves Park as a high priority and was one of the most requested items in a survey of residents.

In 2009, the city developed a conceptual master plan for the site. In January 2024, City Council approved a professional services agreement with J2 Engineering & Environmental Design (J2) to review the existing master plan and update it to meet the current needs of the city. As with all City of Chandler park development/renovation projects, public meetings played an important role in assuring that the ideas, issues, and or concerns of Chandler citizens were heard and reflected in the updated 2025 Mesquite Groves Park Master Plan. In March 2025, City Council approved a design agreement with J2 to develop construction documents based off the revised master plan.

This project includes pre-construction and construction services for the new Mesquite Groves Park. As identified in the revised master plan (attached), the proposed park features and amenities include, but are not limited to: roadway, parking lots, and all related traffic infrastructure; lighted multi-use, cricket, and diamond fields; five acre fishing lake and associated recirculation system; splash pad; landscape and irrigation; hard and soft surface walking paths; various playgrounds and fitness equipment; volleyball and pickleball courts; skate park; pump track; dog park; maintenance facility; ramadas and shade structures; restroom and concession buildings; and other standard park amenities.

Pre-construction services may include: cost estimating; value engineering; constructability reviews; construction phasing recommendations; material sourcing; potholing; ordering of long lead items; utility coordination; and other services as needed.

Construction is estimated to be conducted in three phases, however, the overall construction schedule will be dependent on available budget and phasing determinations. The CM@R Team is expected to provide construction work for the Project, adjacent improvements, and utility improvements, and is expected to stay within the city’s estimated budget.

The estimated construction cost for this project ranges from $30,000,000 to $90,000,000 .

Scope of Work : The City of Chandler is planning to use CM@Risk for pre-construction and construction services, and will require the CM@Risk to cooperate with the Project Designer throughout the pre-construction and construction phases of the Project. Both the Project Designer and the CM@Risk will be a part of the Design/Constructability Team working together to develop the design that best meets the City’s needs and budget.
During the Preconstruction Phase,  the CM@Risk Team must collaborate with the City  and J2 Engineering & Environmental Design, LLC on the design, constructability, cost and scheduling of the entire project, subsurface investigation as needed, attend coordination meetings with utilities, and provide Guaranteed Maximum Price (“GMP”) pricing.  Upon City’s acceptance of terms, conditions and GMP, the Construction Phase will commence.  During the construction phase, the CM@Risk Team must function as the General Contractor for the duration of the project.
