I. Introduction & Overview:
The City of San Leandro is seeking a producer to recruit and manage the talent for
its annual San Leandro Comedy Show, which is scheduled on Saturday, June 27,
2026, from 7:00 PM to 9:00 PM at the Historic BAL Theatre in San Leandro. The
show and each comedian’s performance must be clean and designed for an
audience that includes community members aged 13 years old and up. There is a
not-to-exceed limit of $15,000 on this proposal request.
II. Event Producer’s Scope of Services & Responsibilities:
1. Recruit five comedians, negotiate each comedian’s professional fees,
including any travel costs or accommodation fees, for performing a 25-
minute set at a single show on Saturday, June 27, 2026, from 7:00 PM
to 9:00 PM.
a. As part of the recruitment process and prior to reaching a final
agreement with each comedian, provide the City of San Leandro a
biography of each comedian, video sample of each comedian’s
work, and itemized cost for each comedian (see Section IV.
Proposal Submittal Requirements #4 below).
2. Manage the talent part of the show, including the order of each
comedian’s set, introducing the comedians, and keeping the
comedians on time.
3. Coordinate the management of the talent and production of the show with
City of San Leandro staff.
4. If selected, attain appropriate insurance levels determined by the City
of San Leandro as follows:
a. Commercial General Liability Insurance: The insurance shall
have minimum limits for Bodily Injury and Property Damage
liability of $1,000,000 each occurrence and $2,000,000
aggregate.
b. Automobile Liability Insurance, with minimum limits for Bodily
Injury and Property Damage liability of $1,000,000 each
occurrence.
c. Statutory (California) Workers’ Compensation Insurance in
accordance with the provisions of section 3700 of the California
Labor Code. This policy shall include employer’s liability
insurance with limits of at least $1,000,000. If a proposer knows
that they are not required to have or maintain statutory (California)
Workers’ Compensation Insurance, include a cover sheet stating
the reasons. Submittal of such a statement with a proposal is
certification that the statement is made in good faith, under
penalty of perjury.

5. If selected, attain a City of San Leandro Business License.
6. If selected, provide a W-9 tax form to the City of San Leandro.
7. If selected, one month prior to the event, be available to record one to
two brief videos for promotion of the event to be used on the City’s social
media.
8. If selected, promote the event on the producer’s social media or other
channels.
III. City of San Leandro Responsibilities:
1. Pay producer and performers directly.
2. Together with the producer, promote the event through City channels,
newsletters, social media, etc.
IV. Proposal Submittal Requirements:
1. By submitting a proposal in response to this request for proposal, the
proposer certifies under penalty of perjury and proposal disqualification that
all of the information provided in the proposal is true and correct, the pricing
is valid for a period of sixty (60) days after submittal, and the proposer,
including any parent company, subsidiary, affiliate, principal, partner, or
officer of the proposer, does not currently owe (except for a loan from the
City to a proposer that is in good standing as determined at the discretion
of the City’s Finance Director) any outstanding debt, delinquent payment,
unpaid bill, fee, fine, penalty, lien, judgment, or other financial obligation of
any kind to the City of San Leandro.
2. Provide a quote for your services as a producer as described in the
producer’s responsibilities noted above (see Section II. Event Producer’s
Scope of Services & Responsibilities). Include all costs associated with
producing including your time, effort, expertise, insurance(s), license(s),
etc. as a flat fee for your services.
3. Provide a resume indicating your experience in the comedy and/or
entertainment industry.
4. Provide a SEPARATE budget with the total cost of the five comedians.
Include separate line items for each comedian’s professional fees, travel
costs and accommodation fees (if applicable).
a. Please note that the comedian budget should be SEPARATE
from the quote for the producer’s services.
b. If comedian travel and/or accommodation are required, a travel
and/or accommodation stipend(s) should be included in the individual
comedian’s contract, and the comedian makes his/her own travel
and/or accommodation arrangements.
5. Provide a copy of producer’s official state ID.

3. Complete the 2026 San Leandro Comedy Show Producer Online
Proposal Submittal Form. The link to the online form is:

MUST be completed, signed, and submitted online.
4. After submitting the proposal submittal form online, email a photocopy of the
producer's official state ID to Bill Sherwood at bsherwood@sanleandro.org
and include in the Subject Line of the email the “Producer’s First and Last
Name” and the phrase “RFP 64334 2026 San Leandro Comedy Show”.
5. A complete proposal submittal packet includes a completed, signed, and
submitted online proposal submittal form (see step 3 above) and an emailed
photocopy of the producer's official state ID. A complete proposal submittal
packet must be received by the City of San Leandro no later than 5:00 PM on
Tuesday, March 31, 2026.
Late submittals will not be considered under any circumstances. Failure to provide
all proposal submittal requirements in complete form may result in a submittal
being found non-responsive and given no consideration.
VI. Proposal Selection Criteria:
City of San Leandro staff will evaluate each of the following criteria on a scale of 1-
10 (for a potential total top score of 40) to determine which proposal is accepted:
1. Responsiveness to this request for proposal, including demonstrated
commitments to communication and client service, as well as
thoroughness, adequacy, and clarity of information provided.
2. The producer’s resume.
3. The caliber of the proposed comedians.
4. The cost of the producer’s services and the total cost for the proposed
comedians (professional fees, travel costs, and accommodation costs).

This request for proposals does not commit the City of San Leandro to sign an
agreement, award a contract, or to pay any costs incurred in the preparation of a
response to this request for proposal. All documents, conversations,
correspondence, etc. with the City are subject to the laws and regulations that govern
the City. All proposals submitted in response to this request for proposal become the
property of the City and may be subject to public records requests for public review
after a contract is awarded. The City reserves the right to reject any or all proposals.
The City reserves the right to waive irregularities or omissions in any proposal.
Waiver of one irregularity does not constitute waiver of any other irregularities.
VII. After Proposal Acceptance:
After proposal acceptance, fees for comedians are considered approved, and the
producer can continue finalizing the booking whereby the City will contract with the
producer, and the producer will facilitate the City entering into an agreement with
each comedian separately, and the City will pay each comedian directly. Each
comedian will then need to provide a W-9, invoice, and sign the City of San Leandro’s
Hold Harmless Agreement.
