NOTICE TO CONTRACTORS
Sealed bids, addressed to City of Springfield Public Works, 840 N Boonville Avenue, Springfield, MO 65802, for the
proposed work will be received by the City of Springfield until 10:30AM (prevailing local time) on August 20, 2026 on
the second floor of the Busch Building in the Public Works Engineering Department, 840 N Boonville Avenue,
Springfield, MO 65802 and at that time will be publicly opened. Bids should be delivered to: The second floor of the
Busch Building, 840 N Boonville Avenue, Springfield, MO 65802.
(1) PROPOSED WORK: The proposed work, hereinafter called the work, includes:
Replacement of Expansion joints, and an epoxy overlay on the deck
(2) COMPLIANCE WITH CONTRACT PROVISIONS: The bidder, having examined and being
familiar with the local conditions affecting the work, and with the contract, contract documents, including the current
version of the Missouri Highways and Transportation Commission's "Missouri Standard Specifications for Highway
Construction," and "Missouri Standard Plans for Highway Construction" (if applicable), their revisions, and the request
for bid, including appendices, the special provisions and plans, hereby proposes to furnish all labor, materials, equipment,
services, etc., required for the performance and completion of the work. All references are to the Missouri Standard
Specifications for Highway Construction, as revised, unless otherwise noted.
The following documents are available on the Missouri Department of Transportation web page at www.modot.mo.gov
under "Business with MoDOT" “Standards and Specifications”. The effective version shall be determined by the letting
date of the project.
General Provisions & Supplemental Specifications
Supplemental Revisions to Missouri Standard Plans
For Highway Construction (if applicable)
These supplemental bidding documents contain all current revisions to the bound printed versions and have important legal
consequences. It shall be conclusively presumed that they are in the bidder's possession, and they have been reviewed and
used by the bidder in the preparation of any bid submitted on this project.
Please note that within the above-listed documents, the term “Commission” shall be replaced with the term, “City of
Springfield”, and the term “Engineer” is a reference to the Engineer of Record from the City of Springfield.
Additional applicable specifications and standard plans include:
City of Springfield, Missouri General Conditions &
Technical Specifications for Public Improvements, current edition
City of Springfield, Missouri Standard Drawing Details, current edition
All other specifications for this project are included in the Job Special Provisions or found in
the Bid Book.
The contracting authority for this contract is the City of Springfield.
(3) PERIOD OF PERFORMANCE: If the bid is accepted, the bidder agrees that work shall be diligently
prosecuted at such rate and in such manner as, in the judgment of the engineer, is necessary for the completion of the work
within the time specified as follows in accordance with Chapter 2 of the City of Springfield General Conditions and
Technical Specifications and JSP-02 of this project:

(4) LIQUIDATED DAMAGES: The bidder agrees that, should the bidder fail to complete the work in the
time specified or such additional time as may be allowed by the engineer under the contract, the amount of liquidated
damages to be recovered in accordance with Chapter 2 of the City of Springfield General Conditions and Technical
Specifications and JSP-02 of this project shall be as follows:
Liquidated damages per day $1,100
(5) BID GUARANTY: Each Bid must be accompanied by Bid security made payable to the City of
Springfield in an amount of five (5) percent of the Bidder's maximum Bid Price and in the form of a certified or cashier's
check or a Bid Bond issued by a corporate surety company engaged in the business of signing surety bonds in the State
of Missouri. The Bid security for the three (3) lowest responsive bidders will be retained until a contract is awarded.
The Bid security of the Successful Bidder will be retained until such Bidder has executed the Agreement and furnished
the required contract security, whereupon the Bid security will be returned. If the Successful Bidder fails to execute and
deliver the Agreement and furnish the required contract security within ten (10) days after the Notice of Award, the City
may annul the Notice of Award and the Bid security of that Bidder will be forfeited.

(6) CERTIFICATIONS FOR FEDERAL JOBS: By signing and submitting this bid, the bidder makes
the certifications appearing in Sec. 102.18.1 (regarding affirmative action and equal opportunity), Sec. 102.18.2 (regarding
disbarment, eligibility, indictments, convictions, or civil judgments), Sec. 102.18.3 (regarding anti-collusion), and Sec.
102.18.4 (regarding lobbying activities). Any necessary documentation is to accompany the bid submission, as required
by these sections. In accordance with Article 15 of Chapter 2 of the City of Springfield General Conditions and Technical
Specifications, the contracting authority may terminate the contract for acts of misconduct, which includes but is not
limited to fraud, dishonesty, and material misrepresentation or omission of fact within the bid submission.
The DBE Goal for this project is 0% and 0 OJT trainees.
