Information for Bidders
1. The Fox C-6 School District is soliciting bids for the purchase of three (3) 2027 model 20-passenger
school buses. All bids must be submitted by 11:00am CDT on Thursday, December 18, 2025 to the
Director of Transportation, 745 Jeffco Blvd., Arnold, MO 63010, in a sealed envelope marked "Bus Bid
– Sped 20 passenger" in the lower left-hand corner. Bids received after that date and time will not be
accepted.
2. Questions regarding this document should be addressed to Gary Cross, Director of Transportation at the
address listed above or by phone at 636-296-5331. Alternatively, questions may be addressed to Tracy
Schmidt, COO. Bidders should have no contact with other district personnel except as specifically
authorized by Gary Cross or Tracy Schmidt.
3. If any person contemplating submitting a bid is in doubt as to the true meaning of any part of this
solicitation, or finds discrepancies in, or omissions from, the specifications, he/she may submit to the
District a written request for an interpretation or correction thereof. Any interpretation or correction of
the bid request document will be made only by Addendum duly issued by the District, and a copy of
such Addendum will be mailed to each person on record as receiving a Request for Bids. The District
will not be responsible for any other explanation or interpretation of the Request.
4. Any addenda issued by the District prior to the scheduled time of opening the bids shall be covered in
the bid and shall be made a part of any contract.
5. Any person or firm may withdraw his bid by written request at any time prior to the scheduled time for
the opening of the bids.
6. Bids shall remain subject to acceptance by the District for thirty (30) days after the date of the opening
for bids.
7. Bids should be prepared simply and economically, providing a straightforward, concise description of
the vendor's capabilities to satisfy the requirements of this Request. The bidder shall be responsible for
costs incurred in the bid preparation and delivery.
8. Bids that are judged by the District to be unresponsive or materially incomplete will be immediately
rejected.
9. The District has established certain requirements as specified in this Request. None of the requirements
are designed to give any vendor an advantage or disadvantage in the bid process. Vendors are
encouraged to submit bids even if the bid does not meet the requirements as stated. However, the bid
must state specifically which requirements are not met and why this deviation should not be considered
material.
10.The primary evaluation criteria shall be the overall benefit/cost as perceived by the District (in its sole
discretion) that complies with the conditions of the invitation for bids. The District reserves the right to
reject any and all bids, to waive any and all technicalities, to negotiate any particulars, and to waive any
informality in bids received whenever such action is in the best interest of the District.
General Requirements
1. Bids will be accepted for complete units only and must be submitted by a factory-authorized dealer.
2. Dealers must maintain a complete service facility including repair or replacement parts inventory,
factory trained service personnel, toll free phone number and facilities to perform complete body and
chassis warranty and repair services.
3. Bids shall include delivery of the completed units to the Fox C-6 School District in Arnold, Missouri,
and shall include a pre-delivery service inspections and Missouri state vehicle inspections, as required.
Units shall be full of fluids, completely cleaned inside and out, all optional equipment installed and
working properly.
4. The equipment proposed must meet or exceed all requirements set forth in the Missouri Minimum
Standards for School Buses and Federal Motor Vehicle Safety Standards in effect at the time of
manufacture.
5. Any and all exceptions to the specifications outlined herein must be noted and thoroughly explained in
the bid proposal. The Terms “No structural differences” or “We are equal to your specifications” will not
be permitted. It will be responsibility of the District or its representatives to determine if a substitution to
the specifications is considered “Equal to”. The bidder must provide, with any exceptions, detailed
specifications so the Board of Education can make the necessary comparisons to enable a proper
decision. Failure to do so may result in rejection of your bid for non-compliance. These specifications
must be returned with, and as a part of, the bid proposal.
Chassis to be new Type C model as described in these specifications. Minimum specifications are listed below,
and each bidder must state the compliance details that pertain to the unit indicating size, quality, range and
information as necessary to determine unit quality. Bidder’s specifications must meet or exceed the minimum
specifications listed and must detail any variance or deviations from specification. Any spaces that ask for a
specific detail, type of component, or other pertinent information regarding the specification must be filled in to
be considered a responsive bid. All chassis and body specifications shall meet or exceed those specifications as
set forth by the Federal Department of Transportation, Federal Motor Vehicle Safety Standards, and the 2027
Missouri Minimum Standards for School Buses (or as may be in effect) at time of manufacture.
