Water and Wastewater Parts, Repairs, and Maintenance Services

Project Description: Hillsborough County intends to recommend the award of a sole source procurement to TSC Jacobs, Inc. for the ongoing and as-needed purchases of water and wastewater parts, repairs, and related maintenance services for Water Resources for five (5) years at an estimated cost of $4,934,870.00. TSC Jacobs, Inc. is the sole authorized provider of OEM-certified parts and repair services required to maintain critical equipment and ensure regulatory compliance, system reliability, and uninterrupted operations at the County’s water, reclaimed water, and wastewater facilities. The County’s utilization of equipment lines from vendors such as Biorem Technologies Inc., CROM, LLC, Trillium Flow Technologies, Gardner Denver Nash LLC, Universal Blower Pac, Inc., Hydro Dyne Engineering, Mid Western Fabricators, Molded Fiber Glass Construction & Water Products Co., RW Gate Company, Roberts Filter Group, EnviroMix, Enviropax, Inc., Jim Myers & Sons Inc., and Watson Marlow, Inc. requires continued procurement through the sole authorized representative to avoid costly redesigns, system modifications, operational disruptions, or impacts to DEP/EPA permit compliance. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy as TSC Jacobs, Inc., is the sole authorized representative for all manufacturers whose equipment is already installed and standardized across the Water Resources Department’s water, reclaimed water, and wastewater facilities. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified propriety parts, goods, and services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
