REQUEST FOR PROPOSAL (RFP)
Information Technology (IT) Managed Services & Strategic Support
I. INTRODUCTION
A. General Information
The City of Flagler Beach (“City”) is soliciting Proposals from experienced and qualified firms
to provide comprehensive Information Technology (IT) managed services. Services include, but
are not limited to, ongoing IT support, strategic planning, cybersecurity services, and cloud
infrastructure management.
The purpose of this RFP is to establish a pool of pre-qualified firms capable of supporting the
City’s transition to a modern, secure, scalable, and responsive IT operating environment.
The City currently supports approximately 137 users across multiple departments, including
Administration, Finance, Public Works, Community Development, Parks & Recreation, Library
Services, Fire Department, and Police Department.
B. Submission Requirements
• One (1) original, five (5) printed copies, and one (1) electronic copy (PDF format)
• Submission Deadline: 20 May 2026 at 5pm EST
• Proposals received after the deadline will not be accepted
• The City of Flagler Beach is not responsible for late deliveries or mail delays
• Proposals shall be enclosed in a sealed package, clearly marked RFP

II. PURPOSE & OBJECTIVES
The City’s objectives include:
1. Transitioning to a responsive co-managed IT service delivery model
2. Improving service response times and overall user satisfaction
3. Consolidating redundant systems, applications, and licensing
4. Strengthening the City’s cybersecurity posture
5. Continuing migration to secure, cloud-based infrastructure
III. SCOPE OF SERVICES
The selected firm(s) will be expected to provide services including, but not limited to:
• Helpdesk & End-User Support
24/7 support for emergency personnel; standard business hours for all other users
• Infrastructure Support
Management and maintenance of servers, networks, and on-premises systems
• Cloud Services
Support and administration of platforms such as Microsoft 365, Entra ID, backup
solutions, and related systems; including cloud migrations
• Cybersecurity Services
Endpoint detection and response (EDR), multi-factor authentication (MFA), security
awareness training, vulnerability management, and incident response
• Strategic IT Leadership
Development of a five-year IT strategic plan, including a roadmap for cloud adoption and
modernization
• Asset Management & Procurement
Inventory tracking, lifecycle management, procurement, and system configuration
• Business Continuity & Disaster Recovery
Planning, implementation, and ongoing testing
IV. CONTRACT AND RENEWAL TERMS
• Contract Length
Vendors should provide terms for 1, 3 and 5 year contracts
• Renewal Terms
Upon acceptance, The City of Flagler Beach or the selected Vendor shall provide 180
days’ notice of non-renewal
V. SERVICE LEVEL EXPECTATIONS (SLAs)
Vendors shall meet or exceed the following response times:
• Critical: 1 hour
• High Priority: 2 hours
• Medium Priority: 4 hours
• Low Priority: 1 business day
VI. MINIMUM QUALIFICATIONS
Responding firms must demonstrate:
• A minimum of five (5) years of experience providing managed IT services
• Experience supporting municipal or government entities (preferred)
• Adequate staffing levels with relevant technical certifications
• CJIS compliance/certification for access to Police Department systems
• Authorization to conduct business in the State of Florida

10. Limit responses to 35 pages
VIII. EVALUATION CRITERIA
Submissions will be evaluated based on the following:
• Relevant Experience – 25%
• Technical Approach – 25%
• Service Levels & Support Model – 20%
• Strategic Value & Innovation – 15%
• Pricing Structure – 15%
Proposals will be evaluated by a team selected by the City of Flagler Beach
IX. GENERAL TERMS
The City reserves the right to reject any or all submissions, request clarifications, negotiate scope
and pricing, and/or select one or multiple firms deemed to be in the best interest of the City.
