PURPOSE: To establish an Indefinite Quantity Agreement for HAZWOPER Training Courses on an as-needed basis. The estimated amount to be spent on this agreement is $40,000.00. This is an estimate of the annual needs of the City under this Agreement and is for bidding purposes only. This estimate is not to be construed as representing an actual order for that amount, or a guarantee that any minimum amount will be purchased. After the acceptance of an offer, individual written purchase orders may be issued as needed by the City to purchase items listed herein during the term of the agreement. At no time shall the obligation of the City agency exceed the dollar amount of any associated purchase order. The Agreement will expire on October 31, 2027. Any available funds not obligated by the City by means of a Purchase Order on or prior to that date shall be cancelled after that date. DESCRIPTION OF SERVICES: Columbus Water and Power requires a Contractor to provide and furnish both materials and labor necessary to complete HAZWOPER training at multiple Columbus Water and Power facilities within the Columbus, Ohio metropolitan area. Days and times will be at the approval of Columbus Water and Power. Classes are typically expected to be scheduled for weekdays (Monday through Friday), no earlier than 6:00 AM and no later than 4:00 PM. However, a limited number of second shift classes may be needed and may start at 3:00 PM and end no later than 11:00 PM.

A. HAZWOPER Technician Level Courses
1. Estimate two (2) three-day classes/year including student materials, personal protective equipment (PPE)
instruction, practical application and testing.
2. Locations include at least two of the following facilities: Dublin Road Water Plant, Parsons Avenue Water
Plant, Hap Cremean Water Plant, Southerly Water Reclamation Plant, and Jackson Pike Water Reclamation
Plant.
3. Instructions to include basics of Incident Command training.
4. To include basic review of the applicable plants Site Specific Chemical Spill Response Guides (provided by
Columbus Water and Power Occupational Safety and Health Staff)
B. HAZWOPER Technician Level Refresher Course
1. Estimate up to eight (8) one-day classes/year including materials, PPE instruction, practical application, and
testing.
2. Locations to include Dublin Road Water Plant, Parsons Avenue Water Plant, Hap Cremean Water Plant,
Southerly Water Reclamation Plant, and Jackson Pike Water Reclamation Plant.
3. Instructions to include Incident Command refresher.
4. To include basic review of the applicable plants Site Specific Chemical Spill Response Guides (provided by
Columbus Water and Power Occupational Safety and Health Staff).
C. HAZWOPER Operations Level Course
1. Estimate three (3) one-day classes/year including materials, PPE instruction, practical application and testing.
2. Locations to include one of the following: 910 Dublin Road, 1250 Fairwood Avenue, Dublin Road Water
Plant, Watershed, Southerly Water Reclamation Plant, and Jackson Pike Water Reclamation Plant and
Compost.
3. Instruction to include basics of Incident Command.
D. HAZWOPER Operations Level Refresher Course
1. Estimate up to eight (8) classes that could range in duration between 2 to 4 hours. Classes would include
materials, PPE instruction, practical application and testing.
2. Locations include 910 Dublin Road, Dublin Road Water Plant, 1250 Fairwood Avenue, Watershed, Southerly
Water Reclamation Plant, and Jackson Pike Water Reclamation Plant, and Compost.
E. HAZWOPER Awareness Level Course
1. Estimate four (4) one-hour classes that may be requested quarterly, including materials and instruction.
2. Locations include 1250 Fairwood and 910 Dublin Rd.

QUALITY ASSURANCE:
A. The Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) applies to five distinct
groups of employers and their employees. This includes any employees who are exposed or potentially exposed to
hazardous substances -- including hazardous waste -- and who are engaged in one of the following operations as
specified by 1910.120(a)(1)(i-v) and 1926.65(a)(1)(i-v):
clean-up operations -- required by a governmental body, whether federal, state, local, or other involving
hazardous substances -- that are conducted at uncontrolled hazardous waste sites;
corrective actions involving clean-up operations at sites covered by the Resource Conservation and
Recovery Act of 1976 (RCRA) as amended (42 U.S.C. 6901 et seq.);
voluntary clean-up operations at sites recognized by federal, state, local, or other governmental body as
uncontrolled hazardous waste sites;
operations involving hazardous wastes that are conducted at treatment, storage, and disposal facilities
regulated by Title 40 Code of Federal Regulations Parts 264 and 265 pursuant to RCRA, or by agencies
under agreement with U.S. Environmental Protection Agency to implement RCRA regulations; and
emergency response operations for releases of, or substantial threats of releases of, hazardous substances
regardless of the location of the hazard.
B. All aspects of training (Refer to section 1.0 A-E) shall follow OSHA regulations and applicable biographies along
with timed agendas for all five (5) training courses shall be provided with the bid. All Courses are to be approved
for Ohio EPA contact hours.
BIDDING INSTRUCTIONS:
Prices shall be FOB Destination Freight Prepaid & Allowed unless otherwise specified. For all lines, please provide the
unit cost as requested. These lines are representative items, and the quantities are estimates that will be used for evaluation
purposes. All bidders must be properly licensed by the State of Ohio and all other authorities having jurisdiction. Copies
of all such licenses and/or permits are to be submitted with the bid. Failure to submit copies of such may lead to bid
rejection. These additional line items will be made available to the City at the pricing submitted through Indefinite
Quantity Agreement expiration date. Any charges not specifically listed here will not be approved for payment, should a
purchase order be awarded.
