REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES
for COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
Funded Public Facilities Projects
The City of Gulfport seeks to procure a consulting engineering firm to provide engineering services utilizing a Cost plus Fixed
Fee, Labor Hour/Unit Price or Lump Sum/Firm Fixed Price contract for The Soria City Streetscapes Improvement Plan and
other, similar projects. Other, similar projects are not known at this time. A map of the Soria City project area and required
forms are available at www.gulfportmsbids.com.
The design and engineering costs, as well as a portion of the resulting construction, will be funded in part by federal
Community Development Block Grant (CDBG). Therefore, federal regulations per the department of Housing and Urban
Development (HUD) will be required as applicable.
The selected firm(s) shall provide engineering services related to the scope as described. The consultant/firm scope of the
services includes, but is not limited to, surveying, development of construction plans/specifications, preparation of
easements/right-of-way maps and deeds for purchases, environmental related services, bidding phase services, construction
engineering, and inspection services. The project plan shall consist of streetscape improvements including
removal/installation of sidewalks, removal/ installation of curb and gutter, street paving, street lighting, landscaping, signage,
and other streetscape ideas.
Beginning January 28, 2026, Request for Proposal packet will be made available be at www.gulfportmsbids.com. Engineering
firms interested in providing these services may so indicate by furnishing the City of Gulfport with three (3) Proposal
submissions: one (1) original, one (1) copy, and one (1) electronic version. Proposals should consist of the criteria found in
the RFP packet. The City of Gulfport will evaluate the Proposal based on the following factors: Experience, Qualifications,
Capacity, Time for Completion.
The City of Gulfport reserves the right to reject any and all proposals and/or to discontinue contract execution with any party,
at any time, prior to final contract execution.
All questions in reference to this RFP shall be directed in writing to jversiga@gulfport-ms.gov. The last day to submit questions
will be February 10, 2026, at 10:00 am.
To be considered, all proposals must be received in person at the Office of Procurement, at 1422 23rd Avenue, Gulfport, MS
39501, or online at www.gulfportmsbids.com, on or before 10:00 a.m., February 17, 2026. The Proposal should be submitted
and marked on the outside as “The Soria City Streetscapes Improvement Plan”.
*Miss. Code Ann Sections 73-13-1 through 73-13-45 (1972) (as amended) govern the practice of engineering in Mississippi.
Firms are encouraged to contact the Mississippi Board of Licensure for Professional Engineers and Surveyors at (601) 359-
6160 to insure that individuals and firms are qualified to offer and provide services in the State of Mississippi. The Board’s web
