Section 1. RFP Overview
1.1 RFP Overview
This RFP specifies FHI 360 requirements and invites proposals from vendors for the provision of the services defined within it. FHI 360
reserves the right to award contracts by item, part or portion of an item, group of items or total proposal, or to reject, any and/or all
proposals in whole or in part, if, in FHI 360’s judgment, the best interests of FHI 360 will be so served. Each such organization is
hereinafter within is referred to as “Vendors”.
1.2 FHI 360 Disclaimers
1. FHI 360 may cancel solicitation and not award.
2. FHI 360 may reject any or all responses received.
3. Issuance of solicitation does not constitute award commitment by FHI 360.
4. FHI 360 reserves the right to disqualify any offer based on the offeror's failure to follow solicitation instructions.
5. FHI 360 will not compensate offerors for response to solicitation.
6. FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion.
7. FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation
activities.
8. FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote
competition.
9. FHI 360 may be contacting offerors to confirm contact person, address and that bid was submitted for this solicitation.

1.4 Eligibility Requirements
It is essential that your proposal thoroughly addresses the business and technical needs and solution requirements identified in the
proposal:
1. Incomplete proposals may be declared non-responsive.
2. Proposals that are improperly signed, conditional, illegible, obscure, or contain arithmetical errors, erasures, alterations, or
irregularities of any kind may be considered invalid.
3. Should FHI 360 reveal there is a real or potential conflict of interest between it and any vendor that has been invited to participate
in the RFP, FHI 360 will send a written notification of such, and the vendor will be ineligible to submit.
4. Vendors must be able to meet our technical, compliance, and terms and conditions requirements listed in sections 3.2, 4.1, and
4.2.

Section 2. How to Respond
2.1 Vendor Submission Instructions
1. Q&A Submission: The vendor is requested to submit via email using the format outlined in Attachment A – Format for
Questions, any questions regarding the RFP scope, technical and performance outcomes, business outcomes, deliverables,
or any apparent ambiguities to the attention of Todd Bachman, Terry Brown and Joseph Okoegwale by no later than 2:00PM
EDT Friday, Tuesday, March 24, 2026.
a. All questions will be reviewed, and where the information sought is not already clearly indicated, FHI 360 shall issue an
addendum to all vendors which will then become part of the RFP.
b. Addenda are the only means of verifying, clarifying, or changing any of the information contained in this Request for
Proposal. No employee or agent of FHI 360, other than a member identified in section 1.5 above is authorized to change
the content of this proposal and/or any addenda.
2. Acknowledgement and Intent to Bid: Interested vendors must duly sign and send the Letter of Intent to Bid Form
(Attachment B) and Mutual Confidentiality and Nondisclosure Agreement (Attachment C) to FHI 360 indicated in section
1.5 no later than 2:00PM EDT, Friday, March 20, 2026. Only vendors that send the completed Letter of Intent Form will be
provided additional information regarding Addenda and offers will not be considered for further evaluation and award.
3. Vendor Proposal Submission: Vendor proposals must provide a response to all the requested information stated in Section
2.3. Vendors are reminded to provide clear and concise responses to each of the requirements. Please conform to the following
format when constructing your response to this RFP and ensure your response is in the same order as the information requested
for each section. Reminder, failure to adhere to these instructions will lead to disqualification of proposals.
An electronic version of the RFP response and any relevant supplementary materials should be emailed to: Todd Bachman at
tbachman@fhi360.org and with copy to Terry Brown at tbrown@fhi360.org, Joseph Okoegwale at jokoegwale@fhi360.org and
to sourcing@fhi360.org by 2:00PM EDT at the date indicated in the RFP schedule. Responses should address all questions
specifically and be in direct response to the requirements listed in this RFP.
2.2 RFP Timelines
Deadline to submit vendor proposal: 2:00PM EST, Wednesday, April 1, 2026
The following schedule of events will be followed to complete the selection of the successful vendor based on this RFP. FHI 360 reserves
the right to change this schedule at any time. Vendors must comply with all deadlines to meet FHI 360’s implementation schedules.
Vendors must submit all questions on this RFP by email to the contacts mentioned in Section 1.5.
