NOTICE OF PROPOSED PROCUREMENT (NPP) – Solicitation Number 2026-00199

Title: Scheduled Maintenance Services – Cleaning and Facility Verification

The Canadian Food Inspection Agency (CFIA) – Port of Entry (POE) located at HWY 11 North, 2 Sumas Way, Abbotsford, BC V2S 8B7 has a requirement for Scheduled Maintenance Services (including cleaning and facility verification). The site is not permanently occupied by CFIA Operations because the services provided are generally by appointment within regular business hours (Monday to Friday from 8:00 am to 4:00 pm). All maintenance services will also to be provided during regular business hours (Monday to Friday between 8:00 am to 4:00 pm), excluding statutory holidays.

Reciprocal Procurement - Limited Supplier Eligibility:

Solicitation of Offer Submission Eligibility.

This solicitation of offers is subject to the Policy on Reciprocal Procurement. This means that only Canadian Suppliers and Suppliers of an Applicable Trading Partner, as defined in the Annex Solicitation of Offers Definitions, are eligible for this solicitation of offers. Offers submitted by Suppliers of a Non-Trading Partner will be rejected.

Conditional PSIB Set-Aside:

This procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual.

This procurement is conditionally set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples or for set-asides for small and minority businesses. Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement.

Security Requirement:

The following security requirements (SRCL and related clauses provided by the Contract Security Program) apply and form part of the Contract.

The contractor and/or its employees must EACH maintain a valid RELIABILITY STATUS, issued by Public Services and Procurement Canada – Industrial Security Program and approved by the Canadian Food Inspection Agency.

The contractor and/or its employees MUST NOT have unescorted access to Canadian Food

Inspection Agency premises. The contractor(s) must, at all times, be escorted on the Canadian

Food Inspection Agency premises by the project authority or by a suitable replacement appointed by the project authority.”

The contractor and/or its employees MUST NOT remove any CLASSIFIED information or assets from the identified work site(s).

The contractor and/or its employees MUST NOT use its IT systems to electronically process,

produce or store PROTECTED and/or CLASSIFIED information or data.

Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the Canadian Food Inspection Agency.
