Title: Phase 1 - Liquid Emulsion Polymer Bench and Full-Scale Testing at the Southerly and Westerly Wastewater Treatment Centers

The purpose of this bid is to establish a (1) one-year requirements contract for the supply and delivery of polymer to the Northeast Ohio Regional Sewer District (NEORSD) to support the dewatering of up to 54,500 dry tons of sludge at NEORSD’s Wastewater Treatment Centers, as detailed in the specifications.
Two Testing Stages are mandatory as part of the Phase 1 bid submission process. Failure to complete either of these testing stages correctly will result in the inability to participate in Phase 2 of the bidding process.
Stage 1 Bench Testing:
Qualified bidders will be permitted to perform bench testing of their product to prepare for full-scale evaluation. Questions are due on August 15, 2025, via OpenGov. All Bench Testing to be completed by 3:00 PM on August 19, 2025. Appendix A– Preliminary Bench Testing Form, and Appendix B – Intent to Perform Full-Scale Trial, must be submitted by August 20, 2025. All questions regarding any irregularities and /or requests for information related to these bid documents shall be submitted electronically in OpenGov via the Questions and Answers tab of the project via the following link: https://procurement.opengov.com/portal/neorsd/projects/182497. Stage 2 Full-Scale Testing:
Selected products will undergo full-scale testing to determine the appropriate polymer dosage for effectively dewatering sludge from both the Southerly and Westerly Wastewater Treatment Centers, in accordance with NEORSD’s Detailed Specifications. Full scale testing will occur August 25 thru September 12, 2025
After Phase 1 is complete, an Associated Project titled ”2025-2026 Phase 2- Liquid Emulsion Polymer Bid for the Southerly and Westerly Wastewater Treatment Centers”
will be created in the OpenGov system for Bid Submission. Qualified vendors successfully completing both testing stages will be contacted via OpenGov.

Sealed bids will be received by the Northeast Ohio Regional Sewer before 1:00 pm official local time on the bid opening date indicated below. At that time all bids will be automatically unsealed and reviewed by the project team. Questions are due on September 17, 2025, at 1:00 PM.

Certified dosages resulting from full-scale testing will be used to complete the bid form, which will include calculations for the estimated annual polymer requirement.
By submitting a Bid, the Bidder acknowledges that the dosage estimate established through full-scale testing will serve to determine the required annual amount of polymer in the bid. Furthermore, the bidder understands that NEORSD reserves the right to adjust the quantity of polymer purchased—either increased or decreased—based on operational needs.
