Description


Douglas County Board of Commissioners (¿Owner¿ or the ¿County¿) is issuing this Invitation to Bid (¿ITB¿) to solicit bids (¿BIDS¿) from qualified firms (¿Respondents¿) for the construction of the new Douglas County Senior Center located at 6287 Fairburn Road Douglasville, GA 30134 (the ¿Project¿). The Project will be funded with ARPA & CDBG funds. The Project is required to comply with all applicable statutes, rules and regulations, as well as those of Douglas County, including local permitting of the project. Additionally, the Project must comply with all ARPA & CDBG rules, regulations, specifications, and requirements.

SECTION 3 CONSTRUCTION
BID DOCUMENT LANGUAGE
As of 2019
1.        Bid Advertisement Language-This is a Section 3 Covered Project under the HUD Act of 1968 and Section 3 Residents and Business Concerns are encouraged to apply. The County is committed to providing all persons with equal access to its services, programs, activities, education, and employment regardless of race, color, national origin, religion, sex, familial status, disability or age.
2.        Bidder¿s Instruction Language-¿All contractors wishing to be identified as a Section 3 Business Concern must include a completed (as well as signed and notarized) Section 3 Business Concern, Previous Certificate of Compliance and Action Plan with their bid proposal.

¿In reviewing the bid proposals, any contractors that are identified as qualified Section 3 Business Concerns should be reviewed and if legitimate, granted a Preference in contracting, all other things being equal.¿
