Summary

This Notice of Intent to Solicit (NOIS) is issued on behalf of the City of North Miami Beach Water & Wastewater Department to notify interested, qualified firms or consortia of the City’s intent to release a competitive solicitation for Guaranteed Energy, Water, and Wastewater Performance Savings Contracting Services.

The anticipated solicitation will seek proposals for a comprehensive, end-to-end solution for the implementation of the SmartFlow Ecosystem—a fully automated, artificial intelligence (AI)-enabled utility management system supporting water, wastewater, and municipal facilities operations, performance optimization, and measurable savings.

This initiative will be delivered as a performance-based contract in accordance with Florida Statutes Chapter 489.145 and §287.055 (Consultants’ Competitive Negotiation Act, CCNA).

Background

This NOIS is for informational purposes only. The City’s formal solicitation will be issued through the City’s official procurement channels, and interested parties are responsible for monitoring those postings for updates and addenda. All communications regarding this prospective procurement must be directed to the Procurement Office; unauthorized contact with City officials, staff, or evaluation committee members outside the established process may result in disqualification once the solicitation is issued. The City reserves the right to modify the scope or schedule, or cancel the procurement, as determined to be in the City’s best interest.
