REQUEST FOR QUALIFICATIONS (RFQ) 2026-057

Federal Legislative and Executive Branch Representation Services

FOR THE CITY OF LAUDERHILL

The City of Lauderhill, Florida ("City"), will accept sealed Requests for Qualifications ("RFQs") via IonWave for furnishing professional services under Federal Legislative and Executive Branch Representation Services / RFQ 2026-057, as further described in the Statement of Work and Scope of Services contained herein.

The City seeks to identify experienced and qualified firms with substantial experience representing municipal governments before the United States Congress, the Executive Branch of the Federal Government, federal departments, agencies, commissions, and related governmental entities to provide a full range of professional Federal Legislative and Executive Branch Representation Services with respect to matters contained within the City's Federal Legislative Priorities and other issues or projects as assigned by the City Manager or designee.

Services may include, but are not limited to:

• Federal legislative advocacy before the United States Congress;
• Federal executive branch representation before departments and agencies;
• Federal legislative monitoring and policy analysis;
• Federal funding advocacy Congressionally Directed Spending (CDS), and grant strategy;
• Assistance with identifying, preparing, reviewing, coordinating, and supporting federal funding opportunities, including Congressionally Directed Spending requests, discretionary grant programs, and agency funding initiatives;
• Coordination with legislative sponsors, committee staff, and agency personnel regarding funding requests and legislative initiatives;
• Strategic federal legislative planning and policy development;
• Federal intergovernmental coordination and stakeholder engagement; and
• Other federal representation services requested by the City Manager or designee.

The City intends to establish a pool of qualified firms eligible to enter into professional service agreements for Federal Legislative and Executive Branch Representation Services. The City reserves the right to award contracts to one or more firms pursuant to this solicitation.

Selection under this RFQ shall not guarantee any minimum amount of work or compensation. Services may be authorized by the City through negotiated professional service agreements, task orders, or work authorizations, as determined to be in the best interest of the City.
