Deschutes County, District Attorney's Office is requesting informal proposals from qualified firms or individuals to serve as a contract evaluator for the Emerging Adult Program (EAP), a pre-charge restorative justice diversion program for young adults ages 18 through 25.
The County seeks an independent third-party evaluator with the skills and experience to assess program data, provide an objective evaluation of program impact, assess and provide guidance on recidivism tracking, and evaluate restorative outcomes, including the program's impact on repairing harm.Â
The County anticipates that the resulting contract will not exceed $30,000, inclusive of all labor, travel, overhead, and reimbursable expenses. The County may reduce or prioritize tasks during negotiations to align the final scope with available funding. This is a defined deliverable-based work assignment. Please do not include cost, rates, or a fee proposal at this time. The County will negotiate final scope and compensation with the selected Proposer.
